14.1 The Division of Personnel Services. The Division of Personnel Services administers the personnel management program for the Office of the Secretary, including the Office of the Solicitor (but excluding the Office of the Inspector General) and several independent agencies and commissions.
A. Develops, implements, and evaluates personnel management policies, procedures, guides, and standards.
B. Provides personnel services and technical advice and assistance relating to staff resource planning and utilization; personnel aspects of organization; position management and classification; work force analysis; labor relations and wage administration; recruitment and placement; employee relations and services; conduct and discipline; performance appraisal; reduction-in-force; appeals and grievances; employee motivation and incentives; and employee development.
C. Develops and provides staff resource information and statistics to management officials to assist in managing their staff resources.
D. Prepares and maintains official personnel documents, records, and reports including maintenance of official personnel folders for all key officials in the Department of the Interior.
