3.1 Delegation. The Assistant Secretary for Fish and Wildlife and Parks, the Assistant Secretary - Indian Affairs, the Assistant Secretary - Land and Minerals Management, and the Assistant Secretary - Water and Science are authorized to issue archeological and paleontological permits under the authorities provided in 16 U.S.C. 432 and 16 U.S.C. 470cc. Such authority will be exercised only for programs and lands under their jurisdiction. This delegation is based on authority originally delegated in Secretary=s Order 3104 dated September 28, 1984 and published in the Federal Register on October 15, 1984 (49 FR 40226).
