7.1 Delegation of Authority. Except as provided tn 200 DM 1, the Director, Office for Equal Opportunity is authorized to exercise the authority of the Secretary of the Interior with respect to all phases of civil rights and equal opportunity. This authority includes:
A. Direction of compliance and investigative activities relating to civil rights and equal opportunity.
B. Making final decisions on complaints filed by employees and applicants alleging discrimination on grounds of race, color, religion, sex, or national origin.
