3.1 Forest Pest Control Projects.

A. The Forest Service estimates for and receives funds for carrying out the overall responsibilities of leadership, technical direction and coordination of forest pest control projects. These funds are available to finance the following activities on or in behalf of the Department=s lands.

(1) Conduct the necessary training of field personnel in how to recognize and how to report on destructive forest insects and diseases.

(2) Make whatever field inspections are needed to verify the conditions reported by Departmental personnel.

(3) Conduct systematic observations from the air or from the ground or both of the forest lands of the Department to supplement the information on conditions reported by Departmental personnel, and insure, insofar as possible, that abnormal conditions have not escaped notice.

(4) Evaluate the biological significance of the pest conditions and promptly submit written report to the administering agency. The appraisal report should be provided in triplicate.

(5) Conduct post-control appraisals to evaluate the biological significance of the pest situation. These surveys should be done in cooperation with the administering agency.

(6) Provide technical assistance and advice to the administering agency of the Department in the conduct of the control operations. This may include the following:

(a) Planning the control project.

(b) Preparing guidelines for use in the control project.

(c) Training project personnel in methods prescribed for control.

(d) On the ground review of control operations and advice to administering agency about changes in methods to improve control practices.

(e) Participating in operational and post-control surveys.

(f) Evaluating post-control survey data.

(g) Conduct of actual control operations.

B. The Department of the Interior estimates for and receives funds through transfer for actual forest pest control projects. Estimates for projects entirely on Department of the Interior lands will be consolidated by the Office of the Assistant Secretary - Policy, Budget, and Administration from estimates presented by the bureaus. The negotiations for the actual financing will be conducted by the Office of the Assistant Secretary - Land and Water Resources, with the Forest Service.

C. The financing of projects partially on Department of the Interior lands will be negotiated by the Office of the Assistant Secretary - Land and Water Resources, with the Forest Service for a determination, mutually developed, as to the agency/agencies that will conduct the actual control operation.

3.2 Appropriation Arrangements. The Department of the Interior will not undertake to obtain direct appropriations for the control of forest pests, and will rely on the Forest Service to prepare such estimates as may be warranted to provide for essential control on Department of the Interior lands. However, this is not to be construed as applying to funds for pest control work incidental to arboricultural treatments for the protection of ornamental planting such as specimen shade trees.
