The Federated States of Micronesia (FSM) 
became a freely associated state on 1986 
November 3.  Its first-order subdivisions 
are called states. Changes since recognition
of the FSM in Change Notice No. 9 to FIPS 
PUB 6-3: Ponape was renamed Pohnpei (1984
November 8), and retained code 040; Truk 
(050) was renamed Chuuk (1989 October 1).
