Eligibility Requirements for License/Permits for People with Disabilities

The Washington State Legislature, and/or the Fish and Wildlife Commission establishes eligibility requirements for a variety of hunting, fishing and recreational use permits designed to help people with disabilities enjoy the state's natural resources. The fact that a person may receive a disability award or rating from the Social Security Administration or any other federal, state, and/or county entity does not automatically make one eligible for the privileges issued by WDFW.

Qualified U.S. Armed Forces Veterans;
and

Persons with developmental disabilities, persons who are blind, and persons who are physically disabled and permanently use a wheelchair, Are eligible for a $5.48 Freshwater, Saltwater and Shellfish/Seaweed Combination license. Applicants must meet the criteria described in type #1 OR #2 on the application.

Persons with a permanent physical disability who do not meet the criteria above may apply for a Designated Harvester Card. This allows another person to assist with harvesting your limit of fish or shellfish/seaweed. Both the person with the disability and the person assisting must purchase the correct fishing and/or shellfishing license(s). See type #3 on the application. Reduction in Fees do not apply for this privilege.

Permanently disabled hunters and visually impaired hunters may be eligible for Hunter Companion Card. Qualified persons receive a hunter plaque for display and use. See the Hunter with Disability Application for more information. The disabled hunter must purchase all required licenses and tags.

Qualified U.S. Armed Forces Veterans are eligible for hunting licenses at half the resident fee. Physically disabled veterans must also apply for the Hunter Companion Card.

If you feel you meet any of the criteria listed above, please complete the enclosed application(s), and return it along with the required documentation. Upon receipt and approval of your application(s), you will receive a confirmation letter from WDFW.

Eligibility Requirements

Reduced Fee Hunting, Fishing and Shellfish / Seaweed Licenses
AND

United States Armed Forces Veteran, honorably discharged, Washington State resident 65 years of age or older, with a service connected disability.

Must provide an award letter or letter of certification from the VA or military service. A copy of Disabled Veterans Lifetime Pass Card acceptable.

OR: Under the age of 65, with at least 30% service connected disability.
Must provide an award letter from the VA or military service and proof of at least 30% service connected disability. A copy of Disabled Veterans Lifetime Pass Card acceptable.
Reduced Fee Fishing and Shellfish / Seaweed Licenses
  Developmentally disabled as determined by DSHS authority or physician's certification.
Physically disabled person that permanently uses a wheelchair, as certified by the applicant's signature.
Blind or visually impaired. Central visual acuity does not exceed 20/200 in the better eye with corrective lenses or visual field is no greater than 20 degrees, per physician's certification.
Designated Harvester Card For Fishing and Shellfish / Seaweed
  Physically disabled and unable to participate without assistance.
Must provide physician's certification.
