Agency Departments

The FMCS Organization – Functionally Focused, Nationally Networked

Although headquartered in Washington, DC, the public functions of FMCS are delivered through a network of regional and field offices in order to be close to its customers.


Office of the Director
The Office of the Director is responsible for overseeing policy development, agency administration, and serving as liaison to the White House, Congress and the labor relations community.

Arbitration and NPU
Arbitration services refers arbitrators to interested parties in the labor-management community. Notice Processing manages the acceptance and assignment of notice-of-bargaining data.

Budget and Finance
The Office of Budget and Finance is responsible for budget formulation and implementation, and for the FMCS financial control system.

Education and Training
The Office of Education and Training oversees the development and implementation of training and education programs for employees and supports training and education for the labor-management community.

FMCS Institute
The FMCS Institute offers courses to enhance collective bargaining, conflict resolution and the practice of arbitration.

General Counsel
The Office of the General Counsel advises the Director and his management team on legal issues, compliance and interagency negotiations, and responds to Freedom of Information Act requests.

Human Resources
The Human Resources department manages employee hiring and benefits.

Information Technology and Administrative Services
Information Technology manages the agency’s technology infrastructure and support services.

International/Dispute Resolution Services (ADR)
I/DR offers mediation systems design, training, facilitation and other assistance to help organizations improve labor relations and conflict management capabilities.

Labor-Management Grants
The Grants Office provides financial support for the establishment and operation of joint labor-management initiatives.

Mediation Technology Services
Mediation Technology Services oversees FMCS e-Services, including its Technology-Assisted Group Solutions (TAGS)

Public Affairs
The Office of Public Affairs provides the general public with information regarding FMCS.

Regional Offices
The FMCS national network includes more than 70 field offices.
