Alley & Street Right-of-Way Abandonment

When requests for road closure and abandonment of right-of-way are received, the Engineering Division researches the affected area and reviews the request.  After road closure and abandonment of right-of-way is reviewed, the Engineering Division will make a recommendation to City Council.

Temporary Use of Right-of-Way

Individuals and businesses may apply to temporarily use a portion of the City right-of-way, whether opened or unopened. Typical uses include placement of restaurant seating on the sidewalk area, and installation of a gate or fence across unopened and unused right-of-way. Bridge Conditions

Bridges in Chattanooga are periodically inspected in conjunction with TDOT to ensure safety and adequate maintenance. If repairs are necessary, the Engineering Division will follow through until the repairs are completed.  If you need to report a Bridge complaint, please consult the Phone Listing.

Contract Administration

The Engineering Division administers all work shown below constructed under a City contract. Contract Administration includes:
Select consultants or design in-house, review drawings, Records, As-Builts, Easements Acquisition/Revision, Spec. Writing, Bidding, Pre-construction Meeting, Award of Contract, Contract Documents, Pay Estimates, Closeout, Change Orders, Plats.

Types of work include:
Sanitary Sewer Collection and Facilities, Storm Water Drainage Systems and Detention Facilities, Bridges, Street Repairs and Construction, Asphalt Resurfacing, Curb & Gutter and Sidewalks Requirements, and Parks and Recreation Projects.

Development Coordination

The Engineering Division provides technical assistance to the Land Development Office during review of any new commercial or residential development. Please contact the Development Ombudsman for all required submittals.  Presubmittal Meeting - Site Survey Worksheet.

Easements and Right-of-Way Acquisitions

After determining that easements and/or right-of-way will be required for construction of a project, the Engineering Division will prepare descriptions and drawings of the necessary property. Land Agents within Engineering then contact the affected property owners to discuss the project and obtain signatures for the property shown. Once the required property has been obtained, the documents are recorded with the Hamilton County Register of Deeds.  If you have questions concerning Easement/Right-of-Way, please consult the Phone Listing.

Inspection of Contracts

The Engineering Division provides inspection of contracts. This inspection is necessary to maintain the quality and integrity of construction in the City of Chattanooga. All work must meet City Standards before the City Engineer can accept it.  New subdivisions are inspected by the Land Development Office.  To view the Subdivision Regulations click here.

Survey

The Survey Group provides Engineering with an electronic survey of sites to be rehabilitated or improved. They also provide construction stake-outs for City-Wide Services, and establish flood elevations for flood events.

Design

The Design Group begins with the electronic survey from the Survey Group. The engineers and designers use this information to determine easement and Right-of-way requirements, physical constraints of each project, and develop bidding and construction documents.

Trenching or Cutting Streets

  • Trenching or cutting of City Streets is not permitted without first receiving a Street Cut Permit from the Land Development Office.
