President George W. Bush will meet Scotty Maconochie when he arrives in Detroit, Michigan, on Wednesday, July 7, 2004. Maconochie, a World War II veteran, is a volunteer motivational speaker at the Oakland County Sheriff's Office Boot Camp.

President Bush hascalled on all Americans to volunteer two years or 4,000 hours over the course of their lifetimes, and hecreated the USA Freedom Corpsto help foster a culture of service, citizenship, and responsibility. Since January 2002, President Bush has met with hundreds of individuals around the country, like Maconochie, who are answering the call to volunteer service.

For the past three years, Maconochie, 83, has volunteered as a motivational speaker at the Regimented Inmate Discipline Program, trying to instill a sense of integrity and patriotism in each of the trainees. He talks to them about his own military service and encourages them to take advantage of the second chance they have been given at the boot camp. The boot camp originated in 1990 to allow pre-qualified inmates sentenced to a year or less of jail time to participate in an eight-week program that results in a reduction in their sentence. The program houses non-assault felons in a military style environment stressing intense discipline, coupled with substance abuse counseling, job skill training, GED Completion, CPR/First Aid training, and physical fitness.

The USA Freedom Corps has launched “A Call to Summer Service,” an initiative to encourage Americans to spend a part of their summer in volunteer service. Through "A Call to Summer Service", citizens are reminded that the summer months are an excellent time to answer the President’s Call to Service, strengthen their communities, and extend the compassion and greatness of America. Interested volunteers can find ideas for summer volunteering and information on how to get started at www.usafreedomcorps.gov.
