What We Do
The Federal Law Enforcement Training Center’s Equal Employment Opportunity (EEO) Division is responsible for ensuring compliance with civil rights statutes and regulations governing federal employment. The EEO Division provides program leadership in the formulation, implementation, and evaluation of policies and programs in the areas of dispute resolution; complaints processing; program compliance/analysis and affirmative employment/special emphasis programs.
In carrying out the Center‘s equal opportunity and civil rights responsibilities, the EEO Division administers the Center-wide equal employment opportunity (EEO) program, by providing EEO-related advice, guidance, and support to the Center’s supervisors/managers, including (upon request) Partner Organizations (PO), on all areas associated with the management of the Center’s human capital.
The EEO Division manages the Center’s EEO complaint program, including the alternative dispute resolution process. The management of the discrimination complaint program necessitates the pre-complaint and formal complaint processing of claims from both Center employees and/or applicants for employment involving issues of discrimination on the basis of race, color, religion, sex (including sexual orientation), national origin, age, disability and reprisal.
The EEO Division is also responsible for ensuring the conduct of EEO-related training, such as the EEO portion of New Employee Orientation, Prevention of Sexual Harassment training, Diversity Seminar, and EEO Counselor training.

Using the EEO Process
The Department of Homeland Security (DHS) and the FLETC is an equal opportunity employer. If you are an employee, or applicant for employment, and feel that you have been discriminated against, you may have the right to file a complaint of discrimination with the Department. Complaints are accepted on the following bases: race, color, national origin, sex, age, religion, disability or reprisal. Complaints of discrimination based on sexual orientation, although not covered by the laws prohibiting discrimination, may be filed and will be handled under DHS procedures.
If you believe that you have been subjected to unlawful discrimination, you MUST contact an EEO counselor within 45 days of the alleged discriminatory activity. The role of the EEO counselor is to resolve disputes between aggrieved persons and management. The counselor is a neutral participant in this process, and is not an advocate for either side. The counselor will inquire into the facts and circumstances and attempt to find a resolution that is satisfactory to both parties.
The counseling process should not exceed 30 days; however, the Complainant may agree to extend counseling for up to an additional 60 days. If no resolution is achieved during that time, the counselor will provide you with a Notice of Right to File a Discrimination Complaint. The formal complaint MUST be filed within 15 days of receipt of that notice with the FLETC EEO Officer.
Once a formal complaint has been filed, an investigation will be conducted. Upon completion of the investigation, you will be entitled to a hearing before an Equal Employment Opportunity Commission Administrative Judge or a final agency decision by DHS.
