Meet the ORP Leadership Team


Shirley J. Olinger
Manager, Office of River Protection

Shirley J. Olinger was named Manager of the Department of Energy’s Office of River Protection in November 2007 and is responsible for the safe storage, retrieval, treatment, and disposal of 53 million gallons of chemical and radioactive waste at the Hanford Site.  Ms. Olinger has served in various senior management positions including Deputy Manager for the Office of River Protection, Assistant Manager for River Corridor and End States Project Lead, and Assistant Manager for Safety and Engineering at DOE’s Richland Operations Office.  Prior to Hanford, Ms. Olinger was the Acting Assistant Manager for Engineering at the Rocky Flats Field Office and held various other management positions at Rocky Flats, worked at DOE Headquarters with the Defense Programs and Environment, Safety and Health organizations, was a nuclear manager at Pearl Harbor Naval Shipyards, performed structural and civil engineering work for a private A&E firm in Hawaii and for the U.S. Forest Service in Oregon.  Ms. Olinger received her Bachelor’s degree in civil engineering from the University of Hawaii.  Half of her degree was obtained at Purdue University.  She also received extensive nuclear course work from the Pearl Harbor Naval Shipyard in the nuclear navy program.



Hugh N. Taylor

Deputy Manager, Office of River Protection

 

Hugh Taylor was named the Deputy Manager for the Office of River Protection in January 2008.   As Deputy Manager, Mr. Taylor supports the manager in all her responsibilities associated with the safe storage, retrieval, treatment, and disposal of 53 million gallons of chemical and radioactive waste.  Mr. Taylor has more than 35 years of experience in project management, design engineering, field construction, commissioning/start-up and plant maintenance.  He has worked on design and construction projects worldwide, including in Russia, Saudi Arabia, and Venezuela. Prior to his employment with DOE, he worked for Raytheon as the Program/Project Manager for the Zheleznogorsk Plutonium Production Elimination Project.  He also worked for Bechtel, West-Cal Construction, Brown & Root, Fluor Engineering and Construction, and Ebasco Services.  Mr. Taylor holds a Master of Business Administration from the University of Houston and a Bachelor of Science degree in Mechanical Engineering from Louisiana State University. He is a registered professional engineer, certified project management professional, and a member of several professional and technical societies and associations. In addition, he has taught several seminars focused on project management.



Michael Barrett

Director, Acquisition Management

 

Michael Barrett has served as the Office of River Protection’s Director of Acquisition Management since August 1999 and is responsible for the establishment and oversight of the Procurement Office with annual contracting activity exceeding $1 Billion.  Prior to ORP, Mr. Barrett served as a Contracting Officer and a Program Manager at DOE’s Idaho National Laboratory; a Supervisory Contracting Officer and Contract Price Analyst at the U.S. Bureau of Reclamation; a Cost and Price Analysis Instructor/Consultant for Acquisition Management Training, Inc.; and a Contract Price Analyst for the U.S. Department of the Navy.  Mr. Barrett received his degree in Accounting from Weber State University in Ogden, Utah.  In addition, Mr. Barrett is a Certified Public Accountant (CPA), Certified Professional Contracts Manager (CPCM), Project Management Professional (PMP), and is Level III Certified for DOE Acquisition Career Development Program.



Stacy Charboneau

Assistant Manager, Tank Farms Project

 

Stacy Charboneau was named the Assistant Manager for the Office of River Protection's Tank Farms Project in May 2008 and is responsible for engineering, design, procurement, construction, environmental restoration, nuclear safety, hazardous waste management, and operations.  Prior to ORP, Ms. Charboneau was the Deputy Assistant Manager for River Corridor cleanup at the Richland Operations Office.  While at the Richland Operations Office, Charboneau served as a Facility Representative and the Program Manager for the Facility Representatives; held the position of Engineering and Construction Projects Manager for the Spent Nuclear Fuel Project; and served as a Federal Project Director in both the River Corridor and Central Plateau projects, including the Plutonium Finishing Plant.  Ms. Charboneau also served on a detail as the Acting Tank Farms Operations Division Director at ORP.  MsCharboneau received a Bachelor’s degree in Electrical Engineering from South Dakota State University and a Master’s degree in Engineering Management from the University of Massachusetts.



Lisa A. Copeland

Director, Project Administration


Lisa A. Copeland was named the Director of Project Administration for the Office of River Protection in March 2007 and is responsible for all aspects of financial management, including implementing procedures, policies, and programs related to budgeting, accounting, financial review, audit, and analysis.  In addition, she oversees contractor financial, budget, and audit activities and is responsible for information resources services.  She coordinates site services issues and the support to ORP for records management.  Prior to this position, Ms. Copeland was ORP’s Finance and Budget Team Leader and an Accountant and Systems Accountant at Richland Operations Office.  In addition, she has worked for the private sector and a County Agency.  Ms. Copeland graduated with Honors with a Bachelor of Science degree in Business Administration from California Polytechnic State University and is in the process of completing her Masters in Business Administration from Washington State University.  She is a Certified Management Accountant with the Institute of Management Accountants and a Project Management Professional with the Project Management Institute.  She has a DOE Financial Manager certification and is in the process of receiving her Certified Financial Manager designation from the IMA. 



John R. Eschenberg
Assistant Manager, Waste Treatment and Immobilization Plant Project 

 

John R. Eschenberg was named the Assistant Manager for the Waste Treatment and Immobilization Plant Project for the Office of River Protection in August 2008.  As Assistant Manager, Mr. Eschenberg is responsible for the design, construction, and eventual operation of the world’s largest most complex waste treatment facility.  Mr. Eschenberg has 15 years of industrial experience in a variety of defense, commercial, and Department of Energy settings.  Prior to ORP, he was the field project representative for the Pit Dismantlement and Conversion Facility Project responsible for integrating project design efforts between the Los Alamos National Laboratory and the design agency.  Mr. Eschenberg has been responsible for facility operations in the principal nuclear facilities at the Los Alamos National Laboratory located in New Mexico and the Savannah River Site located in South Carolina.  Mr. Eschenberg held employment with the Halliburton-NUS Corporation, Brown and Root Environmental Corporation, and the Department of Navy.  Mr. Eschenberg holds a Bachelor of Science degree, Summa Cum Laude, from the University of Maryland.



Carrie Fetto
Human Resources/Defense Nuclear Facilities Safety Board Liaison

 

Carrie Fetto was named Human Resources and Defense Nuclear Facilities Safety Board (DNFSB) Liaison for the Office of River Protection in October 2003.  Ms. Fetto is responsible for providing comprehensive management and operational support to ORP in the areas of human capital and organization management and serves as ORP's principal advisor and expert in these areas.  Additionally, Ms. Fetto is responsible for interface activities with the DNFSB including information requests, on-site visits, and Board briefings.  Ms. Fetto has served as an Employee Concerns Specialist and Human Resources Specialist for DOE’s Richland Operations Office.  Before coming to Richland, Ms. Fetto served as a Regional Employee Relations Manager for AT&T Broadband in central Missouri.  Ms. Fetto received a Bachelor‘s degree in Radiological Sciences with a focus in Management from the University of Missouri in Columbia, Missouri. 



T. Erik Olds
Media Specialist

T. Erik Olds was named Media Specialist for the Office of River Protection in February 2001.  Mr. Olds is responsible for all internal and external communications including interacting with all news media; developing written materials; organizing press conferences, media briefings, and special events; and, developing specialized strategic and tactical communication plans.  Mr. Olds also works closely with the ORP’s regulatory agencies -- the Washington State Department of Ecology and the U.S. Environmental Protection Agency.  Mr. Olds has served as a Public Affairs Specialist for DOE’s Richland Operations Office where he coordinated the day-to-day interactions with local, national, international, trade, and news media relating to cleanup of Hanford’s River Corridor and Central Plateau and at the Department’s Yucca Mountain Project Office where he was responsible for media relations and developed a comprehensive public outreach program.  Mr. Olds received a Bachelor‘s degree in Communications/Public Relations and a Master’s degree in Communication Studies, both from the University of Nevada in Las Vegas, Nevada.



Scott D. Stubblebine
Legal Counsel

 

Scott D. Stubblebine was named Legal Counsel for the Office of River Protection in July 1999.  He is responsible for general legal advice and counsel on a wide range of subjects including: the BNFL Privatization contract and financing; interpretation and implementation of the Hanford Federal Facility Agreement and Consent Order; interpretation and implementation of the Interim Stabilization Consent Decree in federal court; day-to-day advice on environmental compliance issues with the Department of Ecology; numerous administrative appeals to the Washington State Pollution Control Hearings Board; litigation support to the Department of Justice on numerous cases filed in U.S. District Courts, as well as the 9th Circuit Court of Appeals, and the Washington State Supreme Court; and general legal advice.  Prior to ORP, Mr. Stubblebine managed two World Bank-funded contracts in the Republic of Kazakhstan; was Senior Compliance Manager for Science Applications International Corporation (SAIC); was an active duty Air Force Judge Advocate for over nine years, retiring from the USAFR as a Lieutenant Colonel after 21 years of service.  Mr. Stubblebine graduated from The Ohio State University with a Bachelor’s degree in Business Administration; received his Juris Doctor degree from Capital University Law School; and, has a Master of Laws (LL.M.) degree in Environmental Law from the National Law Center at George Washington University.



William J. Taylor
Assistant Manager, Environmental Safety and Quality


William J. Taylor was named Assistant Manager of Environmental Safety and Quality for the Office of River Protection in February 2007.  In this position, Mr. Taylor is responsible for ES&Q oversight activities of the River Protection Project’s Waste Treatment Plant contractor and the Tank Farm contractor to ensure adequate radiological, nuclear, and process safety.  Prior to this assignment, Mr. Taylor was the Acting Manager for the Ohio Field Office where he directed the closure activities of the Fernald, Ashtabula, Columbus, and Mound projects.  In addition, Mr. Taylor has served as Fernald Closure Project Director and, during his first DOE assignment in Richland, was the Waste Treatment Plant Privatization Initiative Manager.  Prior to his Federal service, Mr. Taylor worked with United Engineers and Constructors in the nuclear power construction field.  Mr. Taylor has 38 years experience as a project manager for both the private sector and Federal service.  He received his Bachelor’s of Building Construction degree from the University of Florida.
