Seeking Practitioners for Surveillance Video Quality Testing
Anyone who has seen video action break up or block out while watching a live televised sporting event knows the frustration of missing a key play because of a poor picture. For the law enforcement community, a clear picture could yield key video evidence that can be used to apprehend and prosecute criminals, while a poor picture could result in video that is unusable.
ITS is helping to develop recommendations for public safety video applications to make sure important video comes through clearly. We are working with the Department of Homeland Security to ensure that video systems communicate clearly and accurately. Our research centers on the data we collect from public safety practitioners who volunteer to participate in our subjective video quality tests.
Testing Is Simple For Participants
Testing is simple and subjective for participants. As a subjective participant, you use your own judgment to provide feedback and you are not scored on your feedback.
Participants sit before a monitor and answer specific questions regarding the content of short surveillance video clips. The clips are of varying quality levels, and therefore the effect of quality on the ability to discern the desired detail in the content is determined. A participant from our last video study enjoyed the experience so much that she convinced others in her agency to participate.

We are seeking active or retired law enforcement officials (police, firefighters, EMS, FBI, etc., and their command staff) who have experience in analyzing surveillance video to participate in our next round of subjective video quality tests at our Boulder, Colorado labs in February and March, 2008. Test participation takes about half a day including breaks, so we are scheduling AM and PM stints.
