Description

The United States Department of Transportation's ITS Joint Program Office and the Federal Transit Administration recently completed an independent evaluation of advanced parking information systems deployed in Chicago, Illinois and Montgomery County, Maryland. The final report, "Evaluation of Transit Applications of Advanced Parking Management Systems", documents quantifiable system impacts in terms of parking utilization, transit ridership, traffic circulation, and customer satisfaction. The evaluation report also includes institutional issues and lessons learned by the project stakeholders throughout deployment and operation of these systems.

This T3 webinar will present background on these two advanced parking management projects as well as the findings of the national evaluation. The findings include the impact of the system on ridership and parking utilization, on mode choice, and on circulation within and between lots, as well as the overall impact of the system on customer satisfaction.

Charlene M. Wilder, Federal Transit Administration, US DOT

Ms. Charlene M. Wilder has served as a Transportation Management Specialist for the Federal Transit Administration in Washington, D.C. since 1996. She manages Intelligent Transportation Systems Programs for the Office of Mobility Innovation. Her areas of expertise include traveler information systems; bus rapid transit; ITS deployment tracking; ferry systems, Value Pricing, Advanced Vehicle Locator Systems, parking management systems, and advanced technologies for the transportation disadvantaged.

Most recently, Ms. Wilder served as the Federal host for two T-3 Webinars on "Public Transit ITS Data Collection and Analysis — Large and Small Agency Lessons Learned" and "Core Suite of ITS Technologies for Transit Agencies."

On Capitol Hill, Ms. Wilder served as a Congressional Fellow on the Transportation and Infrastructure Committee. She received the Secretary of Transportation's award for developing communities of best practices. She also received special recognition from the Department of Transportation and the Transportation Research Board for her expertise in older Americans' transportation issues.

Ms. Wilder earned a Bachelor of Science Degree from Troy State University, majoring in Business Management and a Master of Arts Degree from Central Michigan University, majoring in Human Resources Management and Supervision.

Jennifer Rephlo, Science Applications International Corporation

Jennifer Rephlo is a transportation engineer with SAIC in McLean, Virginia. Her work primarily involves conducting independent studies of transportation technologies and safety countermeasures for the USDOT. Among other projects, she recently completed a study for TCRP of bus and pedestrian collisions and is currently completing an evaluation of the first commercially-available side object detection system for transit buses. She also is currently a member of a TCRP panel looking at Guidelines for Providing Access to Public Transportation Stations. She holds B.S. and M.S. degrees in Transportation Engineering from Virginia Tech.

Mike Kinney, Montgomery County Department of Public Works

Mike Kinney is the Advanced Transportation Management Systems Engineer for Montgomery County, Maryland's Department of Transportation. He received his Bachelor of Science degree in Mechanical Engineering from West Virginia University in 1983 and has been with Montgomery County since 1994. Before that, Mike served eight years with the Maryland State Highway Administration. His last years with the Administration were devoted to transportation management in their CHART program as supervisor of the Traffic Operations Center in College Park, MD. Today, Mike is responsible for all aspects of Intelligent Transportation Systems deployment for Montgomery County's Advanced Transportation Management System.

Gerry Tumbali, Chicago Regional Transportation Authority

Gerry Tumbali is the Manager of the Engineering & Technology Division for the Regional Transportation Authority (RTA) in Chicago, Illinois. The RTA is the planning, funding and oversight agency for the three transit operating agencies in the six-county northeastern Illinois region, the Chicago Transit Authority (CTA), Metra Commuter Rail, and Pace Suburban Bus. Mr. Tumbali directs the RTA's regional technology program involving the study, development, and implementation of innovative solutions to public transportation challenges. He has a Master's degree in Business Administration and Project Management from the Keller Graduate School of Management and a Bachelor's degree in Mechanical Engineering from the University of Illinois at Chicago.
