 John F. Clark was nominated by President George W. Bush, confirmed by the Senate, and was sworn in as the ninth Director of the United States Marshals Service (USMS) on March 17, 2006. He is the first career Deputy U.S. Marshal appointed as Director.

Mr. Clark began his 24-year career with the USMS in San Francisco, California as a Deputy U.S. Marshal. He later transferred to Virginia, where he specialized in fugitive investigations in the Richmond and Alexandria offices. During this time period, he also served as a member of the agency’s Special Operations Group, a unit that is trained and equipped to deploy in high risk law enforcement missions. Mr. Clark was then promoted to the rank of Inspector and assigned to the Headquarters Office of Internal Investigations.

Prior to his appointment as Director, Mr. Clark held other key leadership positions within USMS Headquarters, including Chief Inspector for International Fugitive Investigations and Chief Inspector for Internal Affairs. Mr. Clark also holds extensive field leadership experience, having served as the Chief Deputy U.S. Marshal for the Eastern District of Virginia. The Chief Deputy U.S. Marshal serves as the top career command officer for district operations. He was later appointed by President Bush to serve as the United States Marshal for the Eastern District of Virginia. It was during this time that Mr. Clark implemented and oversaw the security plans for many of the nation’s most sensitive national security and terrorism cases.

Under his leadership, Mr. Clark has devoted USMS resources to reducing violent crime. He has guided the Service in enforcing the Adam Walsh Child Protection and Safety Act, which authorizes the USMS to track down unregistered sex offenders. In addition, he has overseen a national plan to combine Federal and Local Law Enforcement resources to accomplish regional fugitive sweeps. This initiative has resulted in several thousand career criminals being arrested. He also approved and has furthered both community and faith-based efforts to achieve success at fugitive apprehension and crime prevention, such as the Fugitive Safe Surrender and Gang Resistance Education and Training (GREAT) programs.

Mr. Clark has made it a top priority to improve the safety and security of the federal Judiciary. He sought resources and authorization to create the USMS Threat Management Center, a 24/7 center to investigate and analyze threats to the Judiciary. In addition, he has supported the creation of a National Center for Judicial Security, a clearing house that is designed to be a resource for local and federal authorities regarding judicial security.

Among his most recent accomplishments, Mr. Clark received the “Director of the Year” Award from the Federal Law Enforcement Officers Association in 2007, in recognition of his outstanding leadership in Federal law enforcement.

Prior to his employment with the USMS, Mr. Clark was employed by the United States Capitol Police and the United States Border Patrol. He received his Bachelor of Science degree from Syracuse University, and is married.
