Multi-Step Procurements



Q. Job Order Contracting - If we do a 2-step process with the 2nd step being an RFP phase which will include pricing, is it true that there is no problem using this method with FTA funds? In other words, we issue an RFQ and cut 10 contractors to 5 based on qualifications. Then those 5 submit a technical proposal and a price proposal and from that we get the 3 contractors under contract with each of them competing for each individual project as they come up.

A. There is no problem with narrowing the field with qualifications and then asking for detailed price and technical proposals from the best. In fact, it makes the most sense to do this. .
