If it is hazy, hot and humid we must be in Washington in the summer! It is the fourth quarter and HHS still has multiple opportunities available. A strong emphasis remains on making awards to the Service-Disabled Veteran, HUBZone and 8(a) companies.

We just returned from the very successful 4th Annual Veterans Conference where registration exceeded 1800 people. A recurring theme at the conference was “responding to Sources Sought”. While not the only method of conducting market research, it is one that HHS uses frequently. Vendors definitely need to respond so we may recommend set-asides. By working together we will increase our awards to all socioeconomic groups.

Congratulations to the Food and Drug Administration for earning the “Champion of Veterans Enterprise Award” from the Department of Veterans Affairs. FDA went from $3M to $21M in awards to Service-Disabled Veterans in one year. I urge all HHS acquisition and program office staff to use the VETS GWAC for all of your IT needs. There are 44 companies ready, willing and able to support all of our requirements. Use of the VETS GWAC by everyone will go a long way towards helping HHS get to GREEN for SDVOSBs.

In this issue we feature MED Trends, Inc. (MTI) who is a prime contractor on the VETS GWAC. MTI won an initial contract with the Indian Health Service (IHS) Phoenix Area Office and has subsequently won additional contracts from IHS. Remember: patience and persistence does reap rewards! Patience, Persistence and Perserverance

An HIS Service Disabled Veteran Owned Small Business Success Story

The core to successful federal contracting is understanding the customers’ needs, the organization and project mission and an ability to collaborate with customers. This vision is exhibited by a recent contract award at the Indian Health Service, Phoenix Area Office.

MED Trends, Inc. (MTI), a prime contractor on the coveted VETS GWAC, is a best-of-breed Service Disabled Veteran Owned-HUBZone small business headquartered in Rockville, MD delivering world-class solutions in core business areas including:

  • Business Process Management Services
  • Software Engineering Support Services
  • Infrastructure Support Services
  • Information Assurance and Security Services
  • Healthcare Information Technology Services

Although initially not successful, MTI was persistent. It finally paid off with an award as a Prime contract.

The Problem:
The contract delivery was in Arizona and the project was more complicated than expected! It involved endless coordination with the Program Manager and the staff.

The Solution:
MTI delivered the contract on-time and on-budget to exceed customer expectations finishing the project several months ahead of schedule.

The Result:
99.99% rating on customer satisfaction + glowing references + additional contracts from IHS = Ecstasy!

Stepping Stones:
An ability to deliver on projects and best practices forms the basis of successful businesses, not the socio-economic certifications.

The contract award was a direct result of the entire acquisition team’s collaboration in promoting opportunities for small businesses; especially service disabled veteran owned and HUBZone small businesses. Roger Malik, Vice President, Operations, credits the HHS’ OSDBU crucial assistance and insight as key ingredients for success at the IHS.

FDA Wins VA’s Champion of Veterans Enterprise Award

The Food and Drug Administration (FDA) received the Department of Veterans Affairs’ (VA) coveted Champion of Veterans Enterprise award for its accomplishments in contracting with Service-Disabled Veteran-Owned Small Business (SDVOSB) in Fiscal Year 2007.

FDA was recognized for awarding more than six percent of its total contracting dollars in Fiscal Year 2007 to SDVOSBs. From three million dollars in FY 2006, FDA awarded more than $21 million to SDVOSBs in FY 2007. Barfell credited the use of GSA’s VETS GWAC (Government-wide Acquisition Contract for SDVOSBs) for a significant part of the achievement.

"We commend FDA for contributing to the Administration’s goals and objectives for Service-Disabled Veteran-Owned Small Businesses," said Denniston. HHS OSDBU Director Debbie Ridgely echoed Denniston’s comments, pointing to the commitment of FDA’s staff to achieving the SDVOSB goal: “This is the result of the hard work and determination of a lot of people at FDA. It could not have been done without all the critical parts working together; the program staff, the contracting staff, and the small business staff. It is quite a monumental achievement.”

Doing Work for HHS

The OSDBU staff often hears from vendors: “How can I do business with the federal government or more specifically with HHS?” Well, there are no simple answers. The Small Business Office regularly dedicates both resources and staff to reach out to small businesses to educate them about doing business with HHS. Part of the OSDBU’s mission is to train, educate and provide counsel to small vendors and educational institutions; to talk with them about the HHS procurement process, what we buy, and how to market to us. Our audience is all small business. We also have some specific target groups we are required to reach out to; one of those is Minority Institutions of Higher Education (MIHE) and related small businesses.

In 2008, OSDBU launched a training initiative for MIHEs. Our objective was to identify three universities or schools who would host a two day training session where faculty and vendors would receive free training on how to develop a contract proposal, how to price a contract, and how to market their services or products to HHS. We hosted three sessions.

In March, the first session was held in Atlanta at the Morehouse School of Medicine. In April, the second was held in the Texas Rio Grande Valley at the University of Texas Pan American in McAllen, and the third was held in Southwestern Indian Polytechnic Institute in Albuquerque, New Mexico.

Vendors and faculty members gained a new level of knowledge that will allow them to implement the workshop training. Our guest speakers spoke about ‘health awareness’ which is an integral part of the HHS mission. This message resounded with the audience.

We received very positive feed back from attendees at all three workshops. It is also worth noting that OSDBU staff learned as much from the attendees as they learned from us.

We thank our host sites and our contractor, the Robert G. Flowers Group, an 8(a) company. Not only did the schools lend us their facilities but they went out of their way with their hospitality. Thanks are also in order to Curt Bryant and Nelia Holder, OSDBU Small Business Specialists who supported the events in Georgia and Texas respectively.

We are already planning out next series of MIHE workshops, so check our events calendar for dates and locations. Plan to attend the full two days to get the full benefits. Thanks for listening and hope to see you in the coming months.
