Strengthening
America's Communities Initiative Outreach

Now that the Strengthening America's Communities Advisory Committee has released its report of recommendations for the successful planning and implementation of the President's Strengthening America's Communities Initiative, Committee members and senior Department of Commerce officials will continue to reach out to stakeholder groups to provide briefings on the report and get their feedback on the Committee's recommendations.

We would very much welcome invitations to participate in upcoming public events of interested stakeholder organizations ñ both large and small. Economic Development Today Telecast Updates

·  Recent: Building a 21st Century, World-Class Workforce (July 27)

The Economic Development Today series recently featured a telecast on "Building a 21st Century, World-Class Workforce." The telecast showcased important new public and private initiatives that are strengthening America's economic and workforce development systems. Sandy Baruah, EDA Chief of Staff, discussed the partnership between the Department of Commerce and the Department of Labor on economic and workforce projects; in particular, the role that the Commerce Department plays in helping build the infrastructure necessary for facilities that help people train for and find jobs.

Ms. Emily DeRocco, Assistant Secretary, Employment and Training Administration, U.S. Department of Labor, talked about the array of federal programs available to strengthen the American workforce. The Honorable Haley Barbour, Governor of the State of Mississippi, addressed his state's newly streamlined workforce development system. Dennis Donovan, Executive Vice President of Human Resources for The Home Depot, provided a private-sector perspective on workforce needs, and Dr. P. Anthony Zeiss, President of Central Piedmont Community College in Charlotte, N.C., discussed how community colleges are putting important concepts into practice.

"We are at a time when every worker should be given access to education and skills development that will lead them to success," said Assistant Secretary DeRocco. "Through educational innovation, infrastructure development and public workforce system innovation, we are moving forward to help businesses build a skilled workforce."

Although many efforts are in place to help our economy and workforce transition to the jobs of the future, Donovan believes that there is much more work to be done. "The situation is progressively getting worse in our country. There is now a premium on innovation, which means you have to ëskill-up' your workforce ñ and at the same time, we are seeing a decline in terms of skills and literacy, so the gap [between the two] is something we have to attack."

·  Upcoming: Report of the Strengthening America's Communities Advisory Committee (September 26)

On the next Economic Development Today telecast, scheduled for September 26, 2005, members of the Strengthening America's Communities Advisory Committee will discuss the Committee's recommendations to the Secretary on the planning and successful implementation of the President's Strengthening America's Communities Initiative.

The Initiative would fundamentally update and improve the delivery mechanism for federal economic and community development resources like those that your region is receiving today.

The Advisory Committee presented its report to the Secretary of Commerce on July 21. The report is now public and is available at the Initiative's Web site at www.doc.gov/SACI.

The report's overarching premise is that globalization has fundamentally changed the American economy, and that the economic health of our nation now depends upon the competitiveness of regions. Despite these economic changes, our nation continues with policies, organizational structures, and investment strategies built for a past era.

Therefore, it is necessary to build a new system of federal economic and community development that invests in the strengthening of regions and their communities.

U.S. Senate Confirms Three for Positions at Commerce Department

On July 22, the U.S. Senate confirmed by voice vote David A. Sampson as Deputy Secretary, John J. Sullivan as General Counsel and William Jeffrey as Director for the National Institute of Standards and Technology (NIST).

Sampson served as Assistant Secretary of Commerce for Economic Development. He previously served as President and Chief Executive Officer for the Arlington, Texas Chamber of Commerce. Earlier in his career, Dr. Sampson served as Chairman of the Texas Council on Workforce and Economic Competitiveness and as Vice Chair of the Texas Strategic Economic Development Planning Commission. He earned his bachelor's degree from David Lipscomb University, his master's degree from New Orleans Baptist Theological Seminary, and his Ph.D. from Abilene Christian University.

Sullivan served as Deputy General Counsel of the Department of Defense. Prior to that, he was a Partner in the Washington, D.C. law firm of Mayer, Brown, Rowe & Maw, LLP. During President George H. W. Bush's Administration, Mr. Sullivan worked in the Office of Legal Counsel at the Department of Justice. Earlier in his career, he was a Law Clerk for Justice David H. Souter, Supreme Court of the United States. Mr. Sullivan received a bachelor's degree from Brown University and a J.D. from Columbia University School of Law.

Jeffrey was Senior Director for Homeland and National Security and the Assistant Director for Space and Aeronautics at the Office of Science and Technology Policy (OSTP) within the Executive Office of the President. Dr. Jeffrey has been involved in federal science and technology programs and policy since 1988. His previous assignment was with the Defense Advanced Research Projects Agency (DARPA) where he served as Deputy Director for the Advanced Technology Office and Chief Scientist for the Tactical Technology Office. While at DARPA, Dr. Jeffrey developed research programs in communications, computer network security, novel sensor development, and space operations. Dr. Jeffrey received his Ph.D. in Astronomy from Harvard University and his B.S. in Physics from the Massachusetts Institute of Technology.



SACI Advisory Committee Report to Be Featured in Summer Edition of Economic Development
America

The next edition of Economic Development America magazine will feature the final report of the Strengthening America's Communities Initiative (SACI) Advisory Committee.

Look for the Summer edition of Economic Development America to arrive in your mailbox in late August or early September. The Fall edition will focus on workforce development. EDA Symposium for 21st Century Economic Development

The Economic Development Administration and Penn State University are holding a one-day "Symposium for 21st Century Economic Development" on September 22, 2005 at the Ritz-Carlton Pentagon City in Arlington, Virginia.

The symposium will feature discussion on innovative strategies for economic development among business leaders, government officials, and economic development practitioners and researchers.

Confirmed speakers include John Engler, President, National Association of Manufacturers and former Governor of Michigan; Randall Kempner, Vice President, Innovation, Council on Competitiveness; Greg Main, CEO & President, i2E; Kathy Brittain White, Founder and President, Rural Sourcing, Inc.; Dennis Cuneo, Senior Vice President, Toyota Motor Manufacturing North America; David R. Smith, Chief Executive Officer, Infotonics Technology Center, Inc.; and Burt Chojnowski, President, Fairfield Entrepreneurs Association. These nationally renowned speakers will address key topics related to 21st Century Economic Development such as Innovation, Entrepreneurship, University-Led Economic Development, Regionalism, Creating a 21st Century Workforce, and the Strengthening America's Communities Initiative.

The EDA Excellence in Economic Development Awards 2005 will also be presented to organizations demonstrating innovative economic development strategies of national significance. EDA's Excellence in Economic Development Awards

Finalists for the EDA Excellence in Economic Development Awards will be notified by August 30 and winners will be notified by September 7. The awards ceremony will be held at EDA's "Symposium for 21st Century Economic Development" on September 22, 2005 at the Ritz-Carlton Pentagon City in Arlington, Virginia.
