Under the Russia-United States of America Joint Commission on Economic and Technological Cooperation, the U.S.A is working with the Russian Federation on several projects to improve the quality of primary health care in Russia. As part of this initiative, American and Russian colleagues developed a Health Care Quality Glossary. The Glossary provides a common language for American and Russian health care researchers and policymakers to facilitate collaborative research on clinical quality improvement. The Glossary was developed by American and Russian physicians and reviewed and edited by quality experts from both countries.
The Glossary represents both an important "process" and "outcome" of the cooperation between the U.S. Department of Health and Human Services, Agency for Health Care Policy and Research, and the Ministry of Health of the Russian Federation in the priority area of Access to Quality Health Care.
On the "process" side it is a tangible manifestation of the cooperation between the two towards a shared goal. The "outcome" is the creation of the Glossary which will assist both Russian and non-Russian health care personnel in improving the quality of health care through communications using a shared lexicon.
The Glossary consists of several sections, including a section on health care quality management. It was developed on the basis of numerous source materials from Russia, the United States, other countries, and the World Health Organization. The Glossary includes terms in English which are used to describe the same concepts and are translated into Russian.

The Health Care Quality Glossary was produced by three organizations: Ministry of Health, Russian Federation, Institute of Public Health; United States Department of Health and Human Services, Agency for Health Care Policy and Research; and The Quality Assurance Project, University Research Co., LLC, Center for Human Services. Work on the Health Care Quality Glossary was performed in part under contract number HRN-C-00-69-90013-03, funded by the United States Agency for International Development.
