Unbiased and trustworthy. Tell story of doctor: as doctor: minimize side effects; as health plan, minimize cost; as medical group—maximize revenue. Need to understand the players. Need to develop a system that can be trusted, that is transparent.
Communicate with consumers. Side effects? Safety? Cost? Low-literacy
Internet—not all. Magazine format. Educate at various levels.
