The Institute of Electrical and Electronic Engineers' Geoscience and Remote Sensing Society (GRS-S) 2003 Distinguished Achievement Award (DAA) was presented to Dr. Edgeworth R. Westwater. Dr. Westwater is employed by the Cooperative Institute for Research in Environment Scicences (CIRES), University of Colorado/NOAA Environmental Technology Laboratory. He was selected by the GRS-S Administrative Committee for the 2003 Award. The Society's highest Award was established to recognize an individual who has made significant technical contributions, usually over a sustained period, within the scope of the Geoscience and Remote Sensing Society.

Dr. Westwater received the award for his "outstanding research in remote sensing of the ocean and atmosphere with emphasis on passive radiometry". His studies in this area began in the mid 1960s with the NOAA/Wave Propagation Laboratory (the predecessor to ETL). The award and certificate were presented at the IGARSS 2003 Awards banquet on July 24, 2003, in Toulouse, France.
