Contracting & Purchasing Center
The Federal Communications Commission's Contracting and Purchasing Center is located on the first floor at 445 12th St. S.W.; Washington, D.C. 20554. The Contracting and Purchasing Center buys goods and services for headquarters and field offices located throughout the United States. Some of the typical goods and services procured are information technology supplies and services and management and administrative support services.
The FCC also encourages the use of the credit card for micro purchases.
The Contracting and Purchasing Center does not process a sufficient dollar amount to require the preparation of an agency "forecast plan". The preparation of a forecast plan of anticipated procurement for the current fiscal year is required when an agency procures over $50,000,000 in goods and services. The FCC dollar amount reported to the Federal Procurement Data Center is significantly below this amount.
Requests for information on previously awarded contracts by the Contracting and Purchasing Center are processed under the Freedom of Information Act. Requests can be made on line at the following address: http://www.fcc.gov/foia/

How to Do Business with the FCC

The Contracting and Purchasing Center retains information on vendors interested in doing business with the FCC for approximately one year. This information is retained in the branch "vendor file" with other literature provided by the vendor. Vendors are encouraged to provide catalogs and current GSA schedules to the following address:

Service-disabled veteran-owned small businesses, firms qualified under the SBA 8(a) program, and Native American-owned small businesses are encouraged to submit company information to the "Vendor File" at least once each year. Yearly submissions will ensure Vendor contact and corporate information are current.

HUBZone
The HUBZone Empowerment Contracting Program stimulates economic development and creates jobs in urban and rural communities by providing Federal contracting preferences to small businesses. These preferences go to small businesses that obtain HUBZone (Historically Underutilized Business Zone) certification in part by employing staff who live in a HUBZone.
Small Disadvantaged Businesses (SDBs), 8(a) Businesses
The SBA administers two particular business assistance programs for small disadvantaged businesses SDBs. These programs are the 8(a) Business Development Program and the Small Disadvantaged Business Certification Program. While the 8(a) Program offers a broad scope of assistance to socially and economically disadvantaged firms, SDB certification strictly pertains to benefits in Federal procurement. Companies which are 8(a) firms automatically qualify for SDB certification.
Women Owned Small Businesses
Women business owners are critically important to the American economy. America's 9.1 million women-owned businesses employ 27.5 million people and contribute $3.6 trillion to the economy. However, women continue to face unique obstacles in the world of business. The SBA is a very strong advocate for women entrepreneurs and offers many programs and services to help them succeed.

Native Americans
The SBA is committed to ensuring that American Indians, Alaska Natives and Native Hawaiians have full and open access to business development and other tools necessary to start and expand small businesses. In 1997, there were 197,300 American Indian and Alaska Native-owned businesses in the United States, employing 298,700 people generating $34.3 billion in revenues. The number of Native American businesses increased 84 percent from 1992 to 1997. SBA is particularly interested in assisting small business and economic development in disadvantaged tribal areas. The SBA is a very strong advocate for Native American entrepreneurs and offers many programs and services to help them succeed.
Veterans
America owes a great debt to its veterans. The SBA supports economic empowerment for veteran entrepreneurs and provides technical assistance to veterans and service-disabled veterans who are interested in business ownership. The Central Contractor Registration site shall be used by all Government agencies beginning on October 1, 2003. This site allows vendors seeking government business to register their specific business information and electronic funds transfer information at one place. Most government agencies will be required to use this site for current vendor information. Vendors who are not currently registered in CCR are encouraged to do so. |
