ROS: Status

USAJOBS continues its transformation. USAJOBS Federal Employment Information System has been redesigned and modernized to provide genuine one-stop service to Federal job seekers and enhanced recruiting tools to Federal human resources (HR) professionals. Today, both applicants and Federal recruiters have access to a state-of-the-market recruiting system.

Effective April 1, 2006, USAJOBS graduated from the ROS e-GOV initiative and transitioned to an ongoing operations project under OPM's Human Resources Products and Services.

Impact on Job Seekers

Recruitment One-Stop's "single point of entry to respond to many job openings" functionality has improved customer satisfaction by simplifying the application process. Feedback indicates that USAJOBS delivers services that consistently meet and exceed the needs of job seekers, improving the Federal Government's ability to recruit qualified personnel. For example:

  • Since launch, USAJOBS has logged over 196 million visitors and more than 2,300,000 new jobseeker resumes have been created. This represents a more than eightfold increase over the prior system.
  • Prior to launching the new platform, the USAJOBS customer satisfaction average score was 71. The current score has improved to 76.
  • USAJOBS' American Customer Satisfaction Index (ASCI) score of 76 exceeds the overall private sector (73.1) and the Government sector (72.1) scores.
  • USAJOBS' ACSI score exceeds that of leading customer-focused organizations.
  • In February, 2006 89% of visitors indicate that they are likely to return to the site, and 86% indicate that they are likely to recommend the site to others.
  • In Fiscal Year 2005, the percentage of customers satisfied with the Federal employment application process rose to 65%.
  • The average number of visitors to the USAJOBS site each day exceeds 250,000.
  • During Fiscal Year 2005, the percentage of Federal job applicants applying on-line using USAJOBS increased from 8% to 44%.
  • USAJOBS is consistently one of the top five websites returned by the Google search engine when searching on "jobs" (out of over 3,460,000,000 sites returned)
  • Roughly 9,870 websites link to USAJOBS (as of 3/1/06).
  • Over 1,670,000 websites contain the term "USAJOBS" (as of 3/01/06).

Impact on Federal Agencies

In addition to improved services and features for job seekers, USAJOBS also provides improvements in functionality for Federal HR offices. There have been numerous project enhancements that simplify and expedite the recruiting process and improve the ability of employers to identify the most qualified candidates. The enhancements include:

  • Job Announcements: Announcements follow standard, concise formats, with more detailed information available by means of electronic "hyperlinks." Information common to all agencies has been revised and improved, and offers a "standard language" capability. A new job builder tool with advanced spell checking capability was rolled out in April 2004. Many agency systems have also been upgraded to post vacancies to the new standard format.
  • Resume and Application Process: Applicants use a new resume template covering all information normally needed to make basic qualifications and eligibility determinations. This resume serves as the basic application for all positions open to outside applicants.
  • Improved Applicant to Job Matching: New job announcement templates provide upfront job summary and key requirements information allowing job seekers to better self-select vacancies for application.
  • Resume Database Mining: Using a variety of search criteria, agencies have the option of searching and reviewing the resumes of consenting applicants in the USAJOBS database. This feature is particularly valuable in locating candidates for hard-to-fill positions by capturing "passive" job seekers who have resumes on file, but who may not have thought of looking for opportunities within a particular agency, job field, or location.
  • Applicant Status Tracking: From the USAJOBS website, job seekers can access basic information about the status of announcements for which they have applied. The application status tracker addresses major milestones in the recruitment process, for example: closing and/or cancellation date, date of candidate referral, and point of selection.

Other Impacts

USAJOBS saves taxpayers money. More than 100 agency and sub-agency units have integrated the USAJOBS search function into their internet sites to eliminate redundant investments resulting in an estimated $1.5 million in savings for independent development and maintenance.

On May 24, 2005, USAJOBS was recognized by the American Council of Technology/Industry Advisory Council as a 2005 Intergovernmental Solutions Award winner. USAJOBS was one of four Federal Government initiatives selected for recognition.
