Abstract:
A feature class depicting National Forest System land parcels that have a Congressionally designated boundary. Examples include National Wilderness Area, Primitive Area, or Wilderness Study Area. Purpose:
The purpose of this feature class is to depict the areas of wilderness designation of the Cibola National Forest.

The National Wilderness Preservation System was created on September 3, 1964, when President Lyndon B. Johnson signed The Wilderness Act. The National Wilderness Preservation System, created at the signing of the Wilderness Act, was to contain those lands, already owned by the American people, that were "untrammeled by man." They were to be managed "for the use and enjoyment of the American people in such manner as will leave them unimpaired for future use and enjoyment as wilderness..." No roads or structures were to be built. Vehicles and other mechanical equipment were not to be used. The minimum size was set at 5,000 acres, with certain exceptions. The Wilderness Act also put 9.1 million acres of national forest land into the new system. A process was created for congressional designation of future acreage in the national forests, parks, and wildlife refuges. In 1976, the Federal Land Policy and Management Act set forth a process for adding Bureau of Land Management (BLM) areas to the National Wilderness Preservation System. These four sets of public lands total 623 million acres, about 26 percent of our country.

This feature class was derived from the cartographic feature files (CFF's) for the Primary Base Series 7.5 minute quadrangles provided by the USDA Forest Service Geospatial Service and Technology Center (GSTC). The CFFs may have been augmented with data from a variety of sources (GPS, DOQQs, hardcopy maps) per direction from Forest specialists.

This data set was derived from the USFS Southwestern Region Core Data Project with Tennessee Valley Authority. This data set was created from Vintage 11 CFFs. Forests provided data to be used to augment this coverage and provided the type_use_code and case_name for each feature depicted in this coverage. The wilderness region subclass was created by extracting the CFF codes that depicted wilderness and primitive areas boundaries. The CFF codes that were used in this were: 081 Boundary, F.S. Special Management or Recreational Use Area; 207 Boundary, Special Area (Old); 208 Boundary, National Wildlife Area; 209 Boundary, City or small County Park; 210 - Boundary, National Wilderness Area; 211 Boundary, Old Indian Reservation or Treaty Line; 270 Boundary, Federally Administered Area, Other; 271 Boundary National Recreation/Scenic Area; 457 Boundary, National Wild and Scenic River. Coincidence with the layer was maintained with the Forest Boundary, PLSS and other appropriate features. If these areas extend beyond the Forest boundary, they will be carried to the geographic extent of Vintage 11 CFF quads. The Forest may have amended or edited the CFF data with more current information.

The Sandia Wilderness area is bounded in the north west by NM State highway 165 along Las Huertas Canyon. After refining the road alignment from CFF data to an alignment digitized from 2005 DOQQs, the Wilderness boundary crossed the highway by 100 to 150 feet along a .2 mile segment of the highway in T12N R5E sec 28 NE quarter. The Wilderness boundary was edited to match the road along this segment.

In the new Southwestern Regional Geodatabase (v1.2), some of the Source_Code and Method attributes have been moved to the main overlaying Feature Class from the Arc Feature Class, or, have gone from Arc Level Metadata to Feature Level Metadata. This was done in order to simplify the geodatabase for editing and maintenance. In many cases, polygons or lines are from a single source and method, which is promoted to the feature level metadata. When the polygons or lines are not from a single source (or dominant source), or use different methods, the code that has the least accuracy associated with the feature has been promoted. Also, nationally in the Forest Service, attributes that were labeled Source or Source_Code have been changed to Data_Source, which has a slightly different domain. The script and data loading process to version 1.2 automates those changes.
