did NOAA happen?
Although NOAA began in 1970, the concepts and concerns that led to the
formation of an agency whose scientific domain spans the distance from
the surface of the sun to the bottom of the
sea had their roots in the administration of Thomas Jefferson and have
evolved through almost two hundred years. An overview of this evolution
follows as well as many of the laws, executive orders, studies, and
special reports concerning the ocean, atmosphere, and even the structure
and compensation of a professional science community. NOAA's history
is an intrinsic part of the history of science in America....
