What is the Pre-Disaster Mitigation program?

FEMA's Pre-Disaster Mitigation (PDM) program will provide funds to states, territories, Indian tribes, and communities for hazard mitigation planning and the implementation ofmitigation projects prior to a disaster event.  The PDM program provides a significantopportunity to raise risk awareness and reduces the nation's disaster losses through pre-disaster mitigation planning and the implementation of cost-effective mitigationmeasures.  The PDM program was authorized by Section 203 of the Robert T. Stafford Disaster Assistance and Emergency Relief Act (Stafford Act), 42 U.S.C. 5133 to assist states and communities to implement a sustained pre-disaster natural hazard mitigation program to reduce overall risk to the population and structures, while also reducing reliance on Federal funding from actual disaster declarations.

Who is eligible for the PDM program?

Eligible Applicants:  Only a state emergency management agency or a similar office of the state, the District of Columbia, the U.S. Virgin Islands, the Commonwealth of Puerto Rico, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands, as well as Federally-recognized Indian tribal governments are eligible to apply to FEMA for assistance as Applicants under the PDM program.

Eligible Sub-applicants:  The following entities are eligible to apply to an Applicant for assistance: state-level agencies; Federally-recognized Indian tribal governments; local governments, including state-recognized Indian tribes, authorized Indian tribal organizations, and Alaska Native villages; public colleges and universities; and Indian tribal colleges and universities.  Private non-profit (PNP) organizations and private colleges and universities are not eligible Sub-applicants; however, an eligible, relevant state agency or local government may apply to the Applicant as the Sub-applicant for assistance to benefit the private entity.

How does my PNP organization apply?

An eligible Sub-applicant, such as the local government where the PNP is located, may apply for a subgrant to mitigate a natural hazard at a PNP facility.  Consider Sub-applicants that have the same general mission as your PNP organization. For example, a state’s Parks and Recreation Department or Cultural Resources Agency may apply as a Sub-applicant for funds to mitigate a private museum, or a State Education Agency may apply as a Sub-applicant for funds to mitigate a private university.  The Sub-applicant retains accountability for the sub-grant and may not just pass through the funds.
