Welcome to the MMS eWell
Permitting and Reporting System

MMS is entering the world of online data exchange with business partners across the country. Electronic data submissions are a growing, vital part of the MMS's mission.

The use of electronic business (E-business) tools will greatly reduce the time involved in processing information, reduce the errors incurred during the data input process, and reduce the overall cost of doing business for both the Oil and Gas Industry and the Federal Government.

Many types of information (business objects) are submitted to the MMS on a daily basis, requiring significant human intervention. Working jointly with industry representatives and other regulatory agencies, MMS is testing solutions that provide both a standard regulatory reporting format and a more direct interface with our databases.

Below is a table of scheduled downtime.  Please note that the system may be brought down for short times during the day as emergency maintenance requires.

NOTICE:  Starting on October 14, 2008, eWell will only support TLS encryption.  This means that you will need to make a setting change to your web browser.  All eWell users will need "TLS enabled" on their web browsers.  You can make the change now, before Oct. 14th.

  • For Internet Explorer, select Internet Options, Advanced, then select "Use TLS 1.0".
  • For Mozilla FireFox, select Edit, Preferences, Encryption, then check "Use TLS 1.0".
  • If you are using another browser, please ensure that the "Use TLS 1.0" option is selected.

NOTICE: Due to the new OCS Cost Recovery Fees rule, effective September 1, 2006, when submitting Applications for Permit to Drill (APDs, ABPs, ASTs) and Applications for Permit to Modify a Well (APMs) via the eWell Permitting and Reporting System, you will be directed to www.pay.gov to pay your application fees online.  For more information click here.

NOTICE: The revised NTL No. 2007-G15 eWell Permitting and Reporting System was published on the home page www.gomr.mms.gov/homepg/regulate/regs/ntls/2007NTLs/07-g15.pdf and was effective on May 14, 2007. In accordance with the NTL, please mail all eWell requests to:
