Alternative Work Schedules (AWS)
AWS allows employees to work schedules other than
the traditional 8 hours per day, 40 hours per week
with fixed starting and quitting times:
- Flexitime
allows employees to vary the times they arrive and
depart work within preset parameters, and to earn
and use credit hours.

Compressed Work Schedules allow
employees to fulfill the basic work requirement
of 80 hours in a bi-weekly pay period in less than
10 working days. HRSA has two plans:
- 5-4/9:
an employee works five days one week and four
days the alternate week. During the nine work
days, the employee works eight nine-hour days
and one eight-hour day; or
- 4-10:
an employee works four ten-hour days each week.
Flexiplace
Flexiplace allows employees, based on specific criteria,
to work at home or at other approved locations remote
from the conventional office site. The terms, "flexiplace,"
"telecommuting" and "teleworking"
are synonymous and include working at home or other
satellite locations.
Child
Care
HRSA Rockville headquarters in the Parklawn has a
licensed on-site child care facility, Healthy Beginnings,

Child
Care Tuition Assistance
All full- and part-time HRSA employees whose adjusted
gross family income is $40,000 per year or less may
apply for child care tuition assistance in the amount
of $75 per week/per child, not to exceed the cost
of the child care. The child must be in the custody
of the applicant, enrolled or approved for enrollment
in a licensed/regulated child care center or under
the care of a licensed child care provider and age
13 or younger, or 18 or younger if physically or mentally
unable to care for him/herself. HRSA benefits are
reduced by the amount of any State, county or local
child care subsidies. Applications are processed on
a first-come/first-served basis and may be submitted
for review at any time.
Transportation
Assistance
The Transhare incentive program offers transit subsidies
to employees who commute to work by public transportation
or registered vanpool.
Employee
Assistance Program
The Employee Assistance Program (EAP) is available
to assist with concerns that affect the quality of
work and family life. The EAP provides assistance,
intervention and/or information that can assist employees
in addressing job-related and personal problems, including
assistance locating child care and elder care.
Voluntary
Leave Transfer Program
VLTP allows civilian employees to donate annual leave
to other Federal employees who have medical emergencies
and who have exhausted their own leave.
