| Purpose: The Best Practices Committee (BPC) is established by the CIO Council Charter to serve as a
focal point for promoting information management/information technology (IM/IT) best practices within the federal government. The BPC brings together a team of IT professionals committed to identifying the most successful of
IM/IT practices being implemented in industry, government and academia; and sharing them with agency CIOs as best practices to be considered for emulation across the Federal government. It is about sharing the successes of others
and not reinventing the wheel. It is about constantly learning and applying working models to reduce complexity and
achieve results. It is also about cost avoidance and sound stewardship of the taxpayer's dollars.

| Special Issue Seminars: In partnership with the American Council for Technology (ACT) the
Federal CIO Council BPC sponsors a series of special seminars for Federal agency CIOs and their deputies. The seminars are opportunities for agency CIOs and their staffs to examine some of
their most pressing IT issues in a not-for-attribution setting with leaders in the field. FY2004 topics included: IPv6, Electronic Records Management,
Privacy and Enterprise Architecture. Upcoming seminars will be posted on the Federal CIO Council calendar of events. |

| The Solutions Exchange (TSE): In partnership with General Services Administration (GSA), the
Federal CIO Council BPC is launching the TSE. A web-based repository of government-owned
solutions that may be useful to other agencies. The TSE is not a library for downloading
solutions but an index to help broker a connection between those looking for help with those
who may have a ready-made or easily tailor-able solution. This capability will be launched
in November 2004, for a one-year trial. At the end of the first year, the Federal CIO Council
will assess the benefits of continuing support for

| CIO Boot Camp: The Federal CIO Council BPC offers an orientation for new Federal agency CIOs, Deputy CIOs, and CTOs. This two-day CIO Boot Camp provides new CIOs with insight and knowledge that can enhance their ability to achieve the missions and results of their agencies. CIOs, Deputy CIOs, and CTOs interested in enrolling or learning more about this orientation program will be alerted at an upcoming CIO Council meeting. |

| • The GSA staff in its role as executive secretariat provides administrative and other support for the Federal CIO Council and its standing committees. |
| • The American Council for Technology (ACT), formerly FGIPC, is a 25 year-old nonprofit organization
committed to leading the IT community to improve government. ACT works across federal, state, local and international government to provide education and networking opportunities that elevate
and professionalize the government IT profession. ACT's advisory bodies and member councils provide linkages between government and industry reaching as many as 50,000 IT professionals worldwide. |
| • The Council for Excellence in Government (CEG) is a national, nonpartisan, nonprofit organization
working to improve the performance of government at all levels; and government's place in the lives and esteem of American citizens. With its experienced staff, network of experts and members, and diverse partners, the Council helps to create stronger public sector leadership and management,
driven by innovation and focused on results; and increased citizen confidence and participation in government, through better understanding of government and its role. |
