General Services

The General Services Division provides overall direction, coordination, and supervision for an array of administrative activities required in the operation of the United States Section of the International Boundary and Water Commission (USIBWC), ensuring that such activities are consistent with laws and regulations, Executive Orders, and public policy. These activities include, but are not limited to:

  • USIBWC communications (radio, telephone, FAX, wireless phone, etc.) system
  • Federal Information Resources Management Program, including USIBWC records and files program
  • USIBWC Acquisition program
  • USIBWC Personal property program
  • USIBWC physical security program

The General Services Division supports the United States Section of the International Boundary and Water Commission by providing services in the areas of Acquisitions, Communications and Records Administration, Personal Property, Supply and Logistical Services, and the coordination of all official agency Travel and Transportation.

Communications and Records (C&R)

The Communications and Records Office (C&R) supports the United States Section by providing services in the areas of files disposition, records management, library operations and mail distribution

Over the years the United States Section has accumulated a large and diverse volume of historical, technical, and administrative documents and reports. Most of these documents are available for reading at the C&R Branch Library. A large selection of maps and photographs are also available. Juan A. Rodriguez, Mail & File Assistant @  832-4744
Mr. Rodriquez is responsible for the management of written and electronic communications records of the agency (USIBWC). His responsibilities include records and files management; mail handling services; general/technical library services; correspondence and document control; liaison with field offices and National Records Center (NRC) regarding records management; and IBWC Forms registration and controlling coordinator.

Ray Gomez, Mail and File Clerk @  832-4729
Mr. Gomez assists the Mail & File Assistant with the separation and distribution of incoming and outgoing mail. He establishes yearly files; does daily filing; and researches files to assist agency staff. He selects and prepares yearly C&R records for retirement, and he assists other sections with the preparation of records for retirement.

Property and Supply

Under the direction of the Administration Department the Personal Propoerty Branch supports the United States Section by providing services in the area of personal property administration and telecommunications.

The major functions of the Personal Property Branch include acquisition, utilization and disposal of personal property, disposal of excess computer equipment under Executive Order 12999 Educational Technology, and telecommunications.  Schools and qualified nonprofit organizations interested in receiving excess computer equipment as allowed by E.O. 12999 should mail or fax a letter to the Property Officer requesting consideration in the agency's Computers for Learning program. List any special needs your school or organization may have, and the USIBWC will try to provide equipment to meet your requirements.Computer equipment is available on a limited basis, and all letters will be held on file until their request can be fulfilled. Waiting time may extend up to two years, depending upon the turnover of equipment in the agency.
