Reviews of State Programs
Comprehensive Reviews of State MPI Programs are performed on a cycle of every 1 to 5 years, depending on review findings. Comprehensive Reviews currently include:
  • Review of State Performance Plan
  • In-Plant Review directed to state-wide inspection system assessment including:
    • HACCP plan and implementation
    • Sanitation Standard Operating Procedures and implementation
    • State Salmonella Testing Program findings,
    • Plant E. coli testing program
    • Labeling
    • Inspection procedures
  • Compliance Program Review
  • Laboratory Review
  • Resource Management Review
  • Budget and Finance Review
  • Civil Rights Review
State Review Manual
This manual presents the current FSIS approach for conducting comprehensive reviews of State meat and poultry inspection (MPI) programs; and to present the methodology, criteria, and process used to determine whether each State program meets, and can maintain for a period of 12 months, the mandated "at least equal to" standard on all nine State review components.

The purpose of this report is to summarize the review results from the Food Safety and Inspection Service comprehensive reviews of the 27 States that currently operate State Meat and Poultry Inspection (MPI) programs.
