Chief of Staff

Quintin C. KendallQuintin C. Kendall was appointed Chief of Staff at the U.S. Department of Transportation in January 2008. Prior to serving in this role, Mr. Kendall served as Deputy Assistant Secretary for Management and Budget at the Department.

During his tenure in the Secretary’s budget office, Mr. Kendall advised the Chief Financial Officer on the formulation of the agency’s $69 billion budget and served as a senior advisor to the Secretary of Transportation on issues relating to policy development, organizational excellence and performance management. Mr. Kendall’s work focused extensively on surface transportation policy reform, solvency of the Highway Trust Fund, and policies related to various multi-modal issues. In addition to these responsibilities, Mr. Kendall was charged with coordinating the President's Management Agenda (PMA), an initiative designed to improve performance of the federal government to ensure results for the American public.

Formerly, Mr. Kendall served as the Department of Transportation's White House Liaison.  In that position he advised the Secretary on personnel matters and administered the employment process for all presidential appointees.  Prior to joining the Department of Transportation, Mr. Kendall served as an aide to Virginia Governor James S. Gilmore, III and House Commerce Committee Chairman Thomas J. Bliley, Jr.

Mr. Kendall is a graduate of the University of Virginia, where he obtained his Bachelors of Arts degree in History.  He resides in Richmond with his wife Anne Marie Cushmac.
