History:

Agnews Developmental Center was established by an act of the California Legislature in 1885 as a facility for the care of the mentally ill. The first patients were received in 1888. Individuals with developmental disabilities were first admitted to a special habilitation program activated in 1965. Programs for the mentally ill were discontinued in 1972, and the center has been utilized exclusively for the care and treatment of persons with developmental disabilities since that time. About the Campus:

Agnews is located on 81 acres on the north edge of the city of San Jose, in the heart of Silicon Valley. There are 46 buildings on the campus, comprising approximately 671,491 square feet of space, of which 330,000 square feet is used for residential occupancy, and the balance being used for various support services. There is one off-site building being leased within 3 ½ miles of the main campus, comprising approximately 49,500 square feet of space and includes the Laundry, Commissary, and Property Warehouse.

Agnews Closure Plan (Bay Area Project):

The 2003-04 Governor's Budget directed the Department to develop a plan to close Agnews Developmental Center by July 2005. The Closure Plan has been developed with input from an Advisory Committee consisting of current and former Agnews residents, their families, Agnews employees, regional centers, advocates, and other stakeholders. Welfare and Institutions Code Section 4474.1 provided direction to the Department on the development of the plan, including addressing certain issues and time lines for submitting the plan to the Legislature for consideration.
