H.R. NO.

TWENTY-FOURTH LEGISLATURE, 2008

H.D. 1

STATE OF HAWAII

HOUSE RESOLUTION

SUPPORTING FEDERAL TAX INCENTIVES TO ENCOURAGE THE USE OF RENEWABLE ENERGY SOURCES.

WHEREAS, the use of petroleum accounts for ninety per cent of the state's energy needs; and

WHEREAS, this overdependency on fossil fuel leaves the state extremely vulnerable to oil embargos, supply disruptions, international market dysfunctions, and other risks; and

WHEREAS, the continued consumption of petroleum negatively impacts the state's environment; and

WHEREAS, Hawaii has an abundance of renewable energy resources, such as solar, geothermal, wind, biomass, and ocean energy; and

WHEREAS, the increased use of renewable energy resources would achieve broad societal benefits including energy self-sufficiency, environmental sustainability, economic development, and job creation; and

WHEREAS, new wind and solar projects in Hawaii are in jeopardy given the expiration of federal wind and solar energy tax incentives on December 31, 2008; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the Senate concurring, that this body supports the continuation of federal wind and solar energy tax incentives for a period of at least five years; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President of the United States, Hawaii's Congressional Delegation, the Secretary of the United States Department of Energy, the American Wind Energy Association, and the American Solar Industry Association.
