Southern Great Plains (SGP) Environmental Safety and Health (ES&H) Guidance Statement

The Atmospheric Radiation Measurement (ARM) Climate Research Facility (ACRF) safety policy states that all activities for which ACRF has primary responsibility will be conducted in such a manner that all reasonable precautions are taken to protect the health and safety of employees and the general public. All reasonable steps will be taken to minimize dangers from all hazards to life, property, and the environment.

All activities at an established ACRF site fall under the ES&H guidelines established by the Laboratory that has primary responsibility for that site and the requirements of the site host organization. Implementation and responsibility for ES&H at established ACRF sites is the responsibility of each respective ACRF Site Manager.

Activities conducted off of established ACRF facilities, that are funded by DOE through ACRF, must have specific ES&H requirements determined by the lead PI working in conjunction with the ACRF Site Manager with responsibility for that region. Special needs and funding requirements are to be determined and submitted to the ACRF Infrastructure Management Board (IMB) at the time of the campaign request. Implementation and responsibility for ES&H at sites off of established ACRF facilities is the responsibility of the lead Principal Investigator (PI). The ACRF Site Manager responsible for a particular Intensive Operating Period (IOP) will advise the PI regarding ES&H requirements that may be unique to that locale or situation. IOPs are typically conducted at temporary sites off of established ACRF facilities.

The ACRF has implemented a safety management system that applies to work practices at all levels. The intent of the ACRF is to follow the Seven Guiding Principles and Five Core Functions of the U.S. Department of Energy (DOE) Integrated Safety Management system for all work activities.
