Performance-Based Acquisitions (PBA), formerly known as Performance-Based Contracting (PBC), is a contracting mechanism that requires the contractor to achieve specific remediation objectives, for a fixed price, based on a detailed scope of work. Additionally, the contractor may buy insurance to cover additional costs that may occur if the cleanup expenditures exceed the contract award. Not all cleanups require insurance.

- New Business Opportunity: The USAEC in partnership with the Mission and Installation Contracting Command (MICC) APG Directorate of Contracting-USAEC Team is developing an acquisition strategy for a Multiple Award ID/IQ for Environmental Remediation and Military Munitions Services Performance-Based Acquisition.
- Industry Day. An Industry Day for the planned Multiple Award Indefinite Delivery/Indefinite Quantity (ID/IQ) for Environmental Remediation and Military Munitions Services Performance-Based Acquisition was held on Wednesday 27 August 2008 at the Richlin Ballroom in Edgewood, Maryland. Over 130 vendors representing 75 companies attended the event. The morning session included presentations on the planned acquisition and conceptual requirements, an overview of the Army Environmental Cleanup Program, and lessons learned from the ACSIM ID/IQ for Environmental Remediation Services, which is reaching capacity. The afternoon consisted of one-on-one sessions with 32 companies to hear their questions, comments, and ideas regarding the conceptual acquisition strategy.
