The leadership at The Community Information Resource Center (CIRC) and the Rural Policy Research Institute (RUPRI) agreed to merge CIRC with the Center for Applied Research and Environmental Systems (CARES) in April 2008. The merger of CIRC with CARES, coupled with its affiliation with RUPRI, provides a stronger analytic base for helping local, state and national policy makers make wiser public choices.
