Remarks:
Santin is a diabetic. He wears glasses to read and has a thick moustache. He has a mole under his right eye.

Santin is an illegal alien who has been living and working in the United States for approximately forty years. He speaks both English and Spanish. Santin has ties to the boroughs of the Bronx and Brooklyn in New York City, and El Salvador. He is known to travel using aliases and false documentation, and may attempt to obtain a new identity.

THE CRIME

Andres Santin is wanted on federal charges of international parental kidnapping. On the afternoon of December 17, 2005, Andres Santin picked up his grandson, Nicolas Marcel Santin, from the boy's residence in Steelton, Pennsylvania, for a trip to El Salvador where Andres Santin owns a home. The two were expected to arrive in San Salvador, El Salvador before Christmas and were to return to Pennsylvania by January 7, 2006.

The two left Pennsylvania in Andres Santin's 1995 four-door white Geo Metro sedan with Pennsylvania license plates GCJ-2922. Records indicate that the two drove south in this car, entering Mexico on December 19, 2005, and entering Guatemala on December 21, 2005. After this time, the two do not appear in any other official records. When the mother of Nicolas did not hear from the two, she reported them missing.

On February 8, 2006, a criminal complaint and federal arrest warrant for Andres Santin were issued by the United States District Court, Middle District of Pennsylvania, Harrisburg, Pennsylvania, charging him with international parental kidnapping.

He left the area with a red suitcase, a small black and red Allen Iverson backpack, and a small TV/DVD/MP3 player. Nicolas wears glasses. He only speaks English.
