USTA attached to its reply comments a declaration by Robert W. Crandall (Crandall Declaration). We anticipate that some parties may wish to respond to the Crandall Declaration. In order to maintain an orderly record, we invite parties to file comments on the Crandall Declaration by June 11, 2001, and reply comments by June 25, 2001. These comment and reply comment dates are the same as those we established for response to the Joint Petition of BellSouth Corporation and BellSouth Telecommunications, Inc., SBC Communications, Inc., and the Verizon Telephone Companies asking the Commission to find that high- capacity loops and dedicated transport should not be subject to mandatory unbundling. Parties may, at their option, file their comments on the Crandall Declaration in the same document as their comments on the Joint Petition, and likewise may file their reply comments in a single document. This matter shall continue to be treated as a "permit-but-disclose" proceeding in accordance with the Commission's ex parte rules. All other requirements discussed in the earlier public notices cited above remain in effect.
