On October 18, 1996, the United States Telephone Association (USTA) filed a Motion for Extension of Page Limit. It requests that the Commission waive the page limitation, set forth in section 1.429(f) of the Commission's rules, that applies to oppositions to petitions for reconsideration of the Commission's First Report and Order, released on August 8, 1996. USTA argues that it will not be possible to appropriately respond to petitions for reconsideration and clarification in 25 pages because of the complexity of the issues raised. USTA also points out that the Common Carrier Bureau extended the 25-page limit applicable to petitions for reconsideration in this proceeding to 50 pages. USTA therefore requests that the Commission extend the page limit normally governing oppositions to petitions for reconsideration to 50 pages in this instance. 2. We agree with USTA that interested parties should be given sufficient opportunity to provide meaningful comments and necessary information regarding the First Report and Order. The length of the order and complexity of issues presented may require greater discussion than the typical Commission order. We therefore grant USTA's motion and will extend the page limits applicable to oppositions to petitions for reconsideration of the Commission's First Report and Order to 50 pages. This extension applies to all parties filing oppositions to petitions for reconsideration of the First Report and Order. In response to USTA's request, we also clarify that the page limit established regarding oppositions in this proceeding shall not include any empirical economic studies or state orders included as part of a filing. 3. Accordingly, IT IS ORDERED, that the Motion for Extension of Page Limit is hereby GRANTED and the limit applicable to all parties filing oppositions to petitions for reconsideration of the Commission's First Report and Order is hereby extended to 50 pages.
