SAMHSA's Office of Applied Studies (OAS)

Background:

The Office of Applied Studies was established in October 1992 when the Alcohol, Drug Abuse and Mental Health Administration (ADAMHA) agency was reorganized as the Substance Abuse and Mental Health Services Administration (SAMHSA).  SAMHSA is the lead Federal Agency for improving access to quality substance abuse prevention, addiction treatment and mental health services in the U.S.

Mission:

The Office of Applied Studies (OAS) serves as SAMHSA's focal point for data collection, analysis, and dissemination of critical public health data to assist policymakers, providers, and the public in making informed decisions regarding the prevention and treatment of mental and substance use disorders. 

  • Data are collected on the incidence and prevalence of substance abuse and adverse health consequences associated with drug abuse.  OAS conducts the annual National Survey on Drug Use & Health which is the primary data system for collecting such data.
  • SAMHSA's OAS collects data on the nation's treatment system and outcomes. These data are intended to serve as statistical indicators of progress in the field and enable a better understanding of the nature and extent of substance abuse in order to improve prevention and treatment services and to reduce substance abuse.  OAS manages the Drug and Alcohol Services Information System (DASIS) and its associated surveys that serve as the primary data source for such information.
  • SAMHSA's OAS also manages the Drug Abuse Warning Network (DAWN), a public health surveillance system that monitors drug-related visits to hospital emergency departments (EDs) as well as drug-related deaths investigated by medical examiners and coroners.
