Cynthia A. Marlette, General Counsel


Cynthia A. Marlette was appointed General Counsel of the Federal Energy Regulatory Commission in October 2007 and is responsible for providing legal and policy advice concerning all areas of the Commission's regulation. The General Counsel’s Office is also responsible for representing the Commission before the courts.

This is the second time Ms. Marlette has served as General Counsel of the Commission, previously holding the position from 2001-2005. Joining the Commission as an attorney-adviser in 1979, she has held a variety of other positions, including Principal Deputy General Counsel, Deputy General Counsel, Associate General Counsel, and Legal Adviser to the Chairman. As Principal Deputy General Counsel, she was also assigned the responsibility of directing the agency’s implementation of the Energy Policy Act of 2005. She served for 10 years as Associate General Counsel for Hydroelectric and Electric, and was responsible for Commission matters involving hydroelectric licensing and electric utility regulation, including the Commission’s landmark Order No. 888 rulemaking which opened the nation’s electric transmission grid to non-discriminatory access and laid the foundation for competitive wholesale power markets.

Ms. Marlette has testified before numerous Congressional committees on proposed energy legislation, including the Energy Policy Act of 1992, Public Utility Holding Company Act reform, and the Energy Policy Act of 2005. She holds a B.A. degree from the University of South Florida and a J.D. degree from the American University Washington College of Law.
