WASHINGTON, March 25, 2008—Frank Constantino, a senior computer scientist with the
FBI’s Information and Technology Branch’s (ITB) Office of IT
Policy and Planning (OIPP), has received the Federal 100 Award which recognizes
top executives from government, industry, and academe who had the greatest
impact on the government information systems community during the past year.
Constantino
is the Chief Architect who, together with senior level architects, directs
and coordinates the ITB’s Enterprise Architecture (EA) Team
to align with the Department of Justice’s (DOJ) EA, Intelligence
Community’s
EA, and FBI’s strategic plans, and the Director’s Top 10 Priorities.
Awardees
have gone above and beyond the call of duty for their outstanding efforts
in the information and technology fields. In Constantino’s
case, his dedication, leadership, and teamwork have enabled the SENTINEL
governance team to integrate the Service Oriented Architecture and Data
Governance into the enterprise to ensure a successful implementation
of the FBI’s
mission critical SENTINEL project, as well as create the capability to
incrementally migrate the FBI’s legacy applications to the five-year
target vision using the EA Transition & Sequencing Plan.
He led the
FBI’s EA Team to achieve the Government Accountability Office
(GAO) EA Management Maturity Framework Stage 4 for the first time in
FBI history. The DOJ has also incorporated the FBI’s EA as the
cornerstone of its DOJ federated EA; it now comprises 45 percent of
the DOJ EA.
Constantino and the other Federal 100 awardees were honored
at a dinner at the Ritz Carlton Tyson’s Corner on March 24. The
Federal 100 Awards were created nearly 20 years ago to honor the deciders,
influencers, leaders,
thinkers, and difference-makers who have had a significant impact on
the government’s use of IT.
