This is a comment on Part 1, Chapter 3.3.2-D, dated 2008/05/03 16:25:56.146 GMT-4

"Voting station SHALL provide a synchronized audio output to convey the same information as that which is displayed on the screen. The system SHALL allow the voter to switch among the three modes (synchronized audio/video, video-only, or audio-only) throughout the voting session." Throughout Section 3, the focus has been on greater voter flexibility/convenience to “toggle” between various settings. Has an analysis been conducted to assess the usability of a voting system when it comes to the voter’s experience and the use of such mechanisms? Recommendation is to make this make this voluntary and change "SHALL" to "MAY".
