The description should be enhanced to qualify this as "general purpose backup". A non-ems SHOULD have the ability to backup (make a copy) of certain information such as the stored voter records or totals, but as part of the application logic. If fact, it would be desirable to have a requirement that a poll-site device create backups onto removable media that can be held and collected independent of the machine.
