THE EXECUTIVE LEADERSHIP PROGRAM OFFERED BY THE USDA GRADUATE SCHOOL IS A LEADERSHIP DEVELOPMENT PROGRAM DESIGNED FOR MID-LEVEL EMPLOYEES. THE PROGRAM PROVIDES LEADERSHIP TRAINING, DEVELOPMENTAL WORK EXPERIENCES, NEEDS ASSESSMENT, AND CAREER PLANNING FOR HIGH- POTENTIAL FEDERAL EMPLOYEES TO PREPARE THEM FOR FUTURE POSITIONS AS LEADERS AND MANAGERS. THIS NINE MONTH PROGRAM IS BASED ON THE OFFICE OF PERSONNEL MANAGEMENTS LEADERSHIP EFFECTIVENESS INVENTORY WHICH ALIGNS WITH THE COAST GUARDS 28 LEADERSHIP COMPETENCIES. 2. APPLICANTS MUST BE FULL-TIME PERMANENT CIVILIAN EMPLOYEES AT THE GS 11-13 LEVELS, WAGE GRADE EQUIVALENT (WL AND WG 10-15), OR ACTIVE DUTY MILITARY EQUIVALENT (O-3 AND O-4) WHO ARE NOT SUPERVISORS OR ARE NEW SUPERVISORS WITH LESS THAN ONE YEAR OF SUPERVISORY EXPERIENCE. THERE ARE FOUR QUOTAS: THREE CIVILIAN AND ONE MILITARY. 3. PARTICIPANTS WILL BE AWAY FROM REGULAR DUTIES FOR A MINIMUM OF FIVE MONTHS DURING THE PROGRAM YEAR WHICH BEGINS WITH A WEEK OF ORIENTATION ON 27 APRIL 2008. THIS CHALLENGING CURRICULUM OF EXPERIENTIAL LEARNING AND CLASSROOM INSTRUCTION IS DESCRIBED AT WWW.GRAD.USDA.GOV/LDA. THE PROGRAM INCLUDES FOUR WEEK-LONG TRAINING SESSIONS HELD OUTSIDE OF THE WASHINGTON DC METROPOLITAN AREA, DESIGN OF A LEADERSHIP DEVELOPMENT PLAN (LDP), VARIOUS SHADOWING ASSIGNMENTS, LEADERSHIP DEVELOPMENT TEAM WORK, EXECUTIVE INTERVIEWS, LEADERSHIP READINGS, AND PREPARATION OF A PROGRAM IMPACT PAPER. THE PROGRAM STARTS 27 APRIL 2008 (ETR SUBMISSION WILL CLOSE 03 MAR 2008). 4. TO APPLY: A.
