AS SUCH, A HOLIDAY ROUTINE IS AUTHORIZED FOR ALL FEDERAL EMPLOYEES AND MILITARY MEMBERS WITH THE EXCEPTION OF THOSE SERVING ON CUTTERS UNDERWAY AND THOSE WATCHSTANDERS SERVING AT UNITS WHICH MUST REMAIN OPEN FOR NATIONAL SECURITY, DEFENSE, OR OTHER ESSENTIAL PUBLIC SAFETY REASONS. THOSE EMPLOYEES TYPICALLY SCHEDULED TO WORK HOLIDAYS SHOULD REFER QUESTIONS REGARDING WORK SCHEDULES TO THEIR SUPERVISORS. 2. THE FOLLOWING GUIDANCE APPLIES TO MOST CIVILIAN EMPLOYEES ONLY: A. FOR LEAVE AND PAY PURPOSES, 24 DECEMBER 2007 SHOULD BE TREATED AS A HOLIDAY. THEREFORE, IN THE TIME COLLECTION PROCESS, 24 DECEMBER SHOULD BE CODED AS "HOLIDAY" IN THE "LEAVE AND OTHER TIME" SECTION OF THE TIME CARD. TYPICALLY, EMPLOYEES WHO ARE REQUIRED TO WORK WILL RECEIVE HOLIDAY PREMIUM PAY, UNLESS THEY RECEIVE STANDBY PAY IN LIEU OF MOST OTHER FORMS OF PREMIUM PAY OR ARE FIREFIGHTERS COVERED BY SPECIAL PAY PROVISIONS OF 5 UNITED STATES CODE 5545B. B. EMPLOYEES WHO RECEIVE REGULARLY SCHEDULED STANDBY PAY ARE NOT ENTITLED TO HOLIDAY PREMIUM PAY OR TIME OFF FOR HOLIDAYS. THE ANNUAL PREMIUM WHICH THEY RECEIVE COMPENSATES THEM FOR HAVING TO WORK ON SOME HOLIDAYS. C. MOST EMPLOYEES WHO REQUEST ANNUAL LEAVE FOR 24 DECEMBER 2007 WILL NOT BE CHARGED LEAVE FOR THAT DAY. HOWEVER, IF THE ANNUAL LEAVE IS SCHEDULED "USE OR LOSE" ON 24 DECEMBER THEN PROVISIONS MUST BE MADE TO USE THAT LEAVE BEFORE THE END OF THE LEAVE YEAR (5 JANUARY 2008 FOR APPROPRIATED FUND EMPLOYEES AND 12 JANUARY 2002 FOR NON-APPROPRIATED FUND EMPLOYEES), OTHERWISE THE LEAVE WILL BE FORFEITED. NO AUTHORITY EXISTS WHICH PERMITS THE RESTORATION OF ANNUAL LEAVE UNDER THESE CIRCUMSTANCES. 3. FOR MILITARY MEMBERS, 24 DEC 2007 SHOULD BE CONSIDERED A DAY OF REGULAR LIBERTY, EXCEPT WHEN LEAVE IS GRANTED IAW REF (C). 4. EMPLOYEES/MILITARY MEMBERS WORKING A COMPRESSED WORK SCHEDULE (CWS) WHOSE REGULAR DAY OFF (RDO) FALLS ON 24 DECEMBER 2007 SHOULD BE GRANTED AN "IN-LIEU-OF HOLIDAY" THE FIRST WORKING DAY PRECEDING THE HOLIDAY. FOR MOST EMPLOYEES THIS WOULD MEAN THAT FRIDAY 21 DEC 2007 WOULD BE CODED AS HOLIDAY WHILE MONDAY 24 DECEMBER WILL REMAIN AS THE EMPLOYEES COMPRESSED WORK SCHEDULE (CWS) RDO (REFERENCE (C)). 5.
