SUBJ: LAW ENFORCEMENT TACTICAL AND SECURITY GROUP OCCUPATION STUDY
1. A STUDY GROUP HAS BEEN ESTABLISHED TO ANALYZE REQUIREMENTS AS
THEY PERTAIN TO HUMAN RESOURCE ISSUES WITHIN THE COAST GUARD LAW
ENFORCEMENT AND TACTICAL COMMUNITY, AND TO IDENTIFY APPROPRIATE
WORKFORCE STRUCTURE OPTIONS TO MEET THOSE REQUIREMENTS.
2.  ALIGNING WITH THE COMMANDANTS STRATEGIC INTENT, WHICH CAN BE
FOUND AT HTTP://CGCENTRAL.USCG.MIL, WE WILL FOCUS OUR ENTIRE
ORGANIZATION ON IMPROVING AND SUSTAINING MISSION EXECUTION.  WE
WILL DO THIS BY STRUCTURING OUR SERVICE AS A THREE PRONGED FORCE:
SHORE-BASED OPERATIONS, MARITIME OPERATIONS, AND DEPLOYABLE
OPERATIONS.
3.  THE DEPLOYABLE OPERATIONS GROUP WILL COMBINE SPECIALLY TRAINED
AND EQUIPPED FORCES THROUGHOUT THE COAST GUARD THAT CAN BE RAPIDLY
DEPLOYED IN ADAPTIVE FORCE PACKAGES ANYWHERE AND ANYTIME THEY ARE
NEEDED TO PROTECT AMERICA AND RESPOND TO A BROAD RANGE OF THREATS
AND HAZARDS. DEPLOYABLE SPECIALIZED FORCES UNITS INCLUDE THE
NATIONAL STRIKE FORCE (NSF), TACTICAL LAW ENFORCEMENT TEAMS
(TACLET), PORT SECURITY UNITS (PSU), MARITIME SAFETY AND SECURITY
TEAMS (MSST) AND THE MARITIME SECURITY RESPONSE TEAM (MSRT).
4.  ALL COAST GUARD UNITS, INCLUDING CUTTERS, STATIONS AND SECTORS
WITH A LAW ENFORCEMENT REQUIREMENT, CURRENTLY FACE CHALLENGES WITH
CAPABILITY AND CAPACITY DUE TO COMPETING DEMANDS ON THE TIME
REQUIRED TO RECRUIT, TRAIN, AND RETAIN PRESONNEL TO MEET BASIC
MISSION REQUIREMENTS.
5.  THIS STUDY GROUP WILL ANALYZE AND DEVELOP SUPPORTABLE, LONG
TERM RECOMMENDATIONS TO ADDRESS THESE CONCERNS.  EXPANDING ON THE
WORK OF THE SPECIAL MISSIONS PERSONNEL WORKING GROUP AND THE CIAO 9
IMPLEMENTATION TEAM, THE STUDY GROUP WILL DETERMINE THE APPROPRIATE
BALANCE OF SERVICE NEED (INCLUDING BOTH MISSION READINESS AND
WORKFORCE MANAGEMENT), UNIT NEED AND INDIVIDUAL CAREER NEEDS FOR
BOTH ACTIVE DUTY AND RESERVE PERSONNEL TO ENSURE SUSTAINABLE LE
OPERATIONS.  THE STUDY GROUP WILL FORECAST THE IMPACT ON THE
WORKFORCE AND CONSIDER THE SYSTEMIC IMPACTS OF ACCESSION/SELECTION
AND STANDARDIZED TRAINING STRATEGIES ON THE VARIOUS MISSION
CAPABILITIES INHERENT TO LAW ENFORCEMENT POSITIONS.

SMITH.
