3. RESERVE PERSONNEL MANAGEMENT DIVISION (CGPC-RPM) IS
DEVELOPING AND VALIDATING THE SHOPPING LIST WHICH WILL
IDENTIFY POSITIONS AS THEY ARE DESCRIBED ON THE PERSONNEL
ALLOWANCE LIST (PAL).
A. DEVELOPMENT. THE SHOPPING LIST REPRESENTS ANTICIPATED
VACANCIES IN SUMMER 2008 TO INCLUDE POSITIONS WHERE THE
INCUMBENT IS SCHEDULED TO ROTATE OR SEPARATE IN 2008 AND
POSITION/PAY GRADE MISMATCHES.
B. AVAILABILITY. OOA 15 OCT 07 THE SHOPPING LIST MAY BE
ACCESSED THROUGH DIRECT ACCESS (VIA INTERNET OR CG INTRANET)

C. VERIFICATION. UNIT COMMANDERS SHOULD VERIFY ACCURACY
POSITIONS IDENTIFIED ON THE SHOPPING LIST AND NOTIFY THE
COGNIZANT ASSIGNMENT OFFICER (AO) IN PARA. 9 OF CONCERNS.
THIS LIST IS VIEWABLE IN CG CENTRAL (CAREER MANAGEMENT:
RESERVIST: ASSIGNMENT) AND CGPC-RPM INTERNET WEB SITE. A
POSITION NOT SHOPPED COULD RESULT IN A GAP AT THE END OF THE
ASSIGNMENT SEASON.
4. OFFICERS REPORTED IN DIRECT ACCESS AS TOUR COMPLETE IN
2008 MAKE UP THE POOL OF PRIMARY CANDIDATES CONSIDERED FOR
ASSIGNMENT.  NORMAL TOUR LENGTH FOR SENIOR RESERVE OFFICERS
IS 3 YEARS; NCW SQUADRON CO TOURS ARE 2 YEARS. IDEALLY
OFFICERS WILL NOT MOVE PRIOR TO COMPLETION OF THEIR TOURS;
EARLY ROTATIONS ARE SOMETIMES NECESSARY TO MEET SERVICE
NEEDS. SOME TOURS WILL BE LENGTHENED OR SHORTENED TO
ACCOMOMDATE TRANSITION FROM A LATE FALL TO MID SUMMER
ASSIGNMENT DATE.
A. CGPC-RPM WILL TRACK ADDITIONS/DELETIONS TO THE POOL
CAUSED BY PROMOTIONS, COMMAND SCREENING PANEL, SEPARATIONS,
POSITION REPROGRAMMING ACTIONS, AND SKILL SET/EXPERIENCE
REQUIREMENTS. INDIVIDUAL OFFICER DESIRES, CAREER PATH MGMT
AND UNIT REQUIREMENTS WILL FURTHER SHAPE THE POOL.
B. IF THE POOL DOES NOT ADEQUATELY MATCH EXPECTED VACANCIES,
OFFICERS SELECTED FOR THE NEXT HIGHER PAY GRADE MAY BE
CONSIDERED TO FILL VACANCIES. PRIMARY FOCUS WILL BE ON
SELECTEES WHO ARE CLOSEST TO TOUR COMPLETION. WHEN SKILL OR
EXPERIENCE GAPS ARE PARTICULARLY ACUTE IN A SPECIALTY, IT
MAY BE NECESSARY TO CONSIDER SELECTEES WHO ARE TOUR-COMPLETE
IN 2009 OR LATER.
C. LCDRS NOT SELECTED FOR CDR WHO HAVE SHOWN CONSISTENT HIGH
PERFORMANCE AND WHO WISH TO COMPETE FOR BILLETS AT THE NEXT
GRADE MAY ALSO APPLY FOR CDR POSTIONS.  E-RESUMES FROM THESE
INDIVIDUALS NEED A SUBSTANTIVE COMMMAND ENDORSEMENT.
D. SENIOR RESERVE OFFICERS LONG TERM ACTIVE DUTY ORDERS
(TITLE 10, EAD, LONG TERM ADSW) THAT TERMINATE IN 2008
SHOULD APPLY TO THIS PANEL FOR SELRES ASSIGNMENT. THEIR E-
RESUMES SHOULD SPECIFY END OF ORDERS DATE ALONG WITH
POSITION DESIRES AND QUALIFICATIONS.  MBRS SHOULD TAKE FULL
ADVANTAGE OF THIS AY08 ASSIGNMENT PROCESS (I.E., SUBMIT E-
RESUME, SPEAK WITH THE ASSIGNMENT OFFICER) TO ENSURE THEY
ARE CONSIDERED FOR ASSIGNMENTS THAT MOST ALIGN WITH THEIR
CAREER DESIRES AND TO AVOID HAVING TO SIT OUT UNTIL THE AY09
ASSIGNMENT SEASON.
5. CONSOLIDATED MAJOR RESERVE COMMAND SCREENING PANEL WILL
CONVENE 12 NOV 07 PER REF B TO IDENTIFY OFFICERS WHO WILL
COMPETE FOR COMMAND OF NAVAL COASTAL WARFARE SQUADRONS AND
PORT SECURITY UNITS. RESULTS WILL BE PRESENTED TO THE O5/O6
ASSIGNMENT PANEL.
6. OFFSEASON ASSIGNMENTS. CGPC WILL COORDINATE OFFSEASON
ASSIGNMENTS FOR UNIT CO POSITIONS AND FOR SENIOR RESERVE
OFFICERS AT MAJOR COMMANDS ONLY. WHEN ENDORSING AN OFFICER
FOR ADSW, EAD, OR OTHER CAREER OPPORTUNITY, COMMANDS SHOULD
CONVEY THEIR ABILITY TO TOLERATE A GAP IN THE RESERVE O5/O6
POSITION THAT AN OFFICER OCCUPIES.
7. RETIRED RECALL. OFFICERS IN A RET-2 STATUS, WITH A LAST
PERIOD OF DUTY OF 01 JUL 05 OR LATER MAY APPLY FOR
ASSIGNMENT. THESE OFFICERS WILL BE CONSIDERED AFTER THE AY08
ASSIGNMENT PANEL CONCLUDES. ASSIGNMENTS WILL CONCLUDE 30 JUN
09. OFFICERS IN A RETIRED STATUS MUST COMPLY WITH ALL
PHYSICAL STANDARDS IN ORDER TO RECEIVE ORDERS.

A. A WELL-CRAFTED E-RESUME IS THE PRIMARY MEANS FOR
COMMUNICATING AN OFFICER'S INTENTIONS AND DESIRES. A
REASONABLE AND REALISTIC E-RESUME ALLOWS OFFICERS TO REMAIN
ENGAGED AND IN-PLAY FOR A VARIETY OF ASSIGNMENT
POSSIBILITIES, INCLUDING ASSIGNMENTS NOT WITHIN A REASONABLE
COMMUTING DISTANCE.
B. E-RESUME COMMENTS. BE CONCISE. THE ASSIGNMENT OFFICER AND
THE PANEL WILL READ ALL THAT YOU SEND BUT BE CONCISE. DO NOT
PASTE TEXT FROM OTHER SOFTWARE APPLICATIONS DUE TO
FORMATTING PROBLEMS WITH DIRECT ACCESS.
C. COMMAND ENDORSEMENTS.
(1) OFFICERS ARE NOT REQUIRED TO SHARE ASSIGNMENT DESIRES

ALWAYS INCLUDE OTHER ASSIGNMENT OPTIONS ON YOUR E-RESUME
WHEN REQUESTING AN EXTENSION.
(2) THE DESIRE TO OFFSET ROTATION DATES AMONG RESERVISTS
REPORTING TO/DEPARTING FROM COMMAND CADRE POSITIONS DOES NOT
IN ITSELF WARRANT EARLY ROTATIONS OR EXTENSIONS BUT IS ONE
OF MANY FACTORS CONSIDERED IN DETERMINING SERVICE NEED.
