1. THE AY07 CYCLE IS LARGELY COMPLETE WITH ASSIGNMENT OFFICERS
(AOS) FINALIZING REMAINING ASSIGNMENTS RESULTING FROM FALLOUTS.
THESE FALLOUTS INCLUDE UNANTICIPATED CWO APPOINTMENTS, OFF-SEASON
POSITION REPROGRAMMINGS, RILOS, SILOS, LATE OR UNSUCCESSFUL
OVERSEAS SCREENINGS, AND MEMBERS WITH NO OR UNREALISTIC E-RESUMES.
WE ANTICIPATE ALL AY07 PCS ORDERS WILL BE ISSUED NLT THAN
10MAY2007. IF YOU ARE TOUR COMPLETE IN AY07 AND HAVE NOT RECEIVED
ORDERS OR HEARD FROM YOUR AO, USING YOUR CHAIN OF COMMAND CONTACT
YOUR AO OR THE COGNIZANT CENTRAL ASSIGNMENT COORDINATOR (CAC).
2. TO DATE OVER 7306 RATED PCS ORDERS HAVE BEEN ISSUED FOR AY07. A

3. ONCE AGAIN IN AY07 WE MAXIMIZED THE USE OF FLEET-UPS AND
EXTENSIONS TO REDUCE WORK FORCE CHURN, PROVIDE GEOGRAPHIC
STABILITY, AND MAINTAIN OPERATIONAL READINESS BY KEEPING
QUALIFIED/TRAINED PEOPLE IN CRITICAL POSITIONS. THIS RESULTED IN A
TOTAL COST SAVINGS TO THE COAST GUARD OF $14.8M IN AFC-20 FUNDS.
4. CHALLENGES/COMPLICATIONS FACED IN AY07:
A. WEIGHT STANDARDS. COMMANDS ARE REMINDED THAT MEMBERS WHO DO NOT
MEET CG MAW STANDARDS ARE NOT ELIGIBLE TO ATTEND PIPELINE TRAINING
WITHOUT A WAIVER FROM CG-1221. MEMBERS WHO ARE IN RECEIPT OF ORDERS
WHO EXCEED THEIR MAW MUST OBTAIN PERMISSION FROM EPM-2 TO EXECUTE
THEIR PCS TRANSFER. MEMBERS WHO DO NOT MEET CG MAW LIMIT THEIR
ASSIGNMENT OPPORTUNITIES.
B. SPECIAL NEEDS. SPECIAL NEEDS IS A MANDATORY PROGRAM. MEMBERS WHO
ENROLL IN THE PROGRAM AFTER ORDERS ARE ISSUED, RISK BEING ASSIGNED
TO A LOCATION BASED SOLELY ON AVAILABILITY OF SERVICES.
C. PROCESSING ORDERS. COMMANDS CONTINUE TO LEAVE FLEET-UP AND
EXTENSION ORDERS UNPROCESSED IN THEIR AIRPORT TERMINALS IN DIRECT
ACCESS. THIS HAS BEEN FOUND TO BE A SIGNIFICANT CONTRIBUTOR TO AN
INCORRECT PAL. PLEASE ENSURE YOUR SPO EXECUTES ALL ORDERS ISSUED
FOR YOUR UNIT.
D. FOLLOWING MESSAGE TRAFFIC. RECORD MESSAGE TRAFFIC CONTINUES TO
BE DISREGARDED. MEMBERS AND COMMANDS ARE REMINDED THAT THE BULK OF
ALL INFORMATION REGARDING ASSIGNMENT OPPORTUNITIES IS DISSEMINATED
VIA RECORD MESSAGE TRAFFIC DIRECTION. A SIGNIFICANT NUMBER OF
MEMBERS WERE NOT ELIGIBLE FOR THEIR DESIRED ASSIGNMENT DUE TO THEIR
INABILITY TO FOLLOW MESSAGE TRAFFIC. COMMANDS ARE ENCOURAGED TO
ENSURE MAXIMUM VISIBILITY OF ASSIGNMENT YEAR SITREPS AND JOB
SOLICITATIONS ARE MADE KNOWN TO THEIR MEMBERS. ULTIMATELY IT IS UP
TO INDIVIDUAL MEMBER TO ENSURE THEY MEET ANY AND ALL REQUIREMENTS
OR DEADLINES FOR AN ASSIGNMENT OPPORTUNITY.
E. COMMAND CONCERNS. WE RECEIVED ALMOST 20% OF AY07'S COMMANDS
CONCERNS PAST OUR DEADLINE. COMMANDS ARE REMINDED THAT FAILURE TO
SUBMIT COMMAND CONCERNS PRIOR TO THE DEADLINE MAY LEAVE THOSE
CONCERNS UNADDRESSED FOR THE ASSIGNMENT YEAR. COMMAND CONCERNS
SUBMITTED ONCE E-RESUMES ARE DUE GREATLY LIMIT OUR ABILITY TO MEET
COMMAND EXPECTATIONS.
F. TURNING DOWN ADVANCEMENT. WE CONTINUE TO SEE A VERY LARGE NUMBER
OF SENIOR ENLISTED MEMBERS (E-7 AND ABOVE) TURN DOWN ADVANCEMENT
DUE TO THE FACT THEY MAY HAVE TO MOVE. MEMBERS ARE REMINDED THAT WE
ADVANCE MEMBERS TO FILL VACANCIES. MEMBERS COMPETING FOR
ADVANCEMENT NEED TO HAVE THE EXPECTATION THAT SHOULD THEY ADVANCE
THE POTENTIAL FOR TRANSFER IS VERY HIGH.
5. LOOKING AHEAD. AS AY07 COMES TO A CLOSE EPM HAS ALREADY BEGUN
THE PROCESS OF DEVELOPING TIME LINES FOR AY08. WE HAVE ALREADY
PUBLISHED THE SPECIAL ASSIGNMENTS SOLICITATION AND THE AY08 EPM
ROADSHOW SCHEDULE. WE ANTICIPATE RELEASING THE FIRST AY08 SITREP IN
EARLY MAY. IN AN EFFORT TO BETTER SERVE THE FLEET, AND EACH RATE IN
PARTICULAR, EPM-2 WILL CONTINUE THE PRACTICE OF PUBLISHING RATE
SPECIFIC SITREPS AS WE DID IN AY07. IN PREPARATION FOR AY08,
COMMANDS SHOULD BE REVIEWING THEIR PALS AND START THINKING ABOUT
WHAT IMPACTS THE UPCOMING TRANSFER SEASON WILL HAVE ON YOUR CREWS
AND OVERALL OPERATIONAL READINESS. FOR MEMBERS WHO ARE TOUR
COMPLETE IN AY08, NOW IS THE TIME TO START THINKING ABOUT YOUR NEXT
AND FUTURE ASSIGNMENTS. AOS ARE AVAILABLE FROM NOW UNTIL 31AUG06
