The CIA Charges No Fees for Processing EO Declassification or Historical Access Requests

Agency Policy on Declassification Requests

The EO implementing regulations authorize the Agency and other federal agencies to collect fees for EO declassification requests submitted directly to them, and the costs are the same as those specified for FOIA requests. As a matter of administrative discretion, the CIA does not assess fees for EO declassification requests. Requesters, however, are responsible for any reproduction or other costs required by statute or regulation when submitting through Presidential libraries or NARA.

Agency Policy on Access Requests by Historians and Former Presidential Appointees

Under the EO, there are no fee provisions for historical researchers and former Presidential appointees.
